About this opportunity
The City of Minneapolis, through the Office of Immigrant and Refugee Affairs, is requesting proposals for immigration legal services under RFP 2026-80, with proposals due October 20, 2026 at 2:00 p.m. (Minneapolis Time).
The scope encompasses immigration legal information, brief consultation, and full legal representation for low-income Minneapolis residents, including removal defense, asylum representation, affirmative immigration petitions (naturalization, DACA, Temporary Protected Status, permanent residence, U/T visas), and Know Your Rights information sessions. Proposers must employ or contract with attorneys licensed to practice law in the United States and in good standing with their state bar, with expertise in immigration law.
Total available funding for the 2027 contract period is $396,478, anticipated to support up to six selected applicants with no single organization allocated more than $100,000. All funding is provided as reimbursement for actual costs and expenses, invoiced monthly or quarterly. Program staff must comprise at least 85 percent of the budget, with administrative and overhead costs capped at 15 percent. The City reserves the right to negotiate final contract funding amounts with selected consultants.
The City intends to award multiple contracts for an initial one-year term, January 1 through December 31, 2027, with the possibility of extension for a total possible term of three years, contingent upon availability of funding. An optional pre-proposal virtual meeting is scheduled for September 29, 2026 at 12:00 p.m. Questions are due by 4:00 p.m. on October 1, 2026, with responses posted by October 4, 2026. Consultant selection is estimated for no later than October 30, 2026. Proposals must be submitted electronically through the eSupplier Portal; the project narrative is limited to ten pages in 12-point font, single-spaced with one-inch margins. Selected providers must provide basic summary reports and regular performance reports at least biannually, including quantitative and qualitative data on clients served, legal matters addressed, outcomes, and collaborative efforts. Submitting contact: Aksana Belik, 612/673-2177 or Aksana.Belik@minneapolismn.gov.
