About this opportunity
The City of Tempe, Arizona is requesting proposals for maintenance, repair, and rehabilitation of city-owned large diameter valves (14 inches and larger) under a one-year initial contract with four potential annual renewal options, with proposals due August 19, 2026 at 3:00 p.m. Arizona time.
The scope covers on-site repair and rehabilitation of valves at water treatment plants, right-of-way locations, and manhole-accessible areas; excavation is excluded. The contractor must supply all parts, supplies, and services including fabrication or sourcing of valve components such as gear boxes, gears, bearings, seals, bushings, and gaskets. Routine service calls require response within 24 hours during normal business hours (Monday–Friday, 7:00 a.m.–4:00 p.m.); emergency calls require response within two hours via 24/7 contact, with reasonable attempts to restore equipment the same day. All parts and labor must be new or good quality; the contractor bears risk of loss prior to delivery and must provide warranty coverage on parts and workmanship.
The contractor must have a minimum of five years' experience in water utility valve maintenance and repair, with ten years preferred. Contractors must submit a comprehensive heat safety plan complying with City of Tempe Heat Safety Ordinance No. O2025.19, comply with confined space work requirements under 29 CFR 1910.146, and implement proper lockout-tagout procedures. Commercial general liability insurance with a minimum $1 million per occurrence limit and $2 million general aggregate limit is required.
Evaluation uses a weighted scoring system: cost (30 points), qualifications and experience (40 points), heat safety plan quality (10 points), warranty offerings (10 points), response time commitments (5 points), and overall RFP response quality (5 points). Questions are due August 5, 2026 at 5:00 p.m. Arizona time. Proposals must remain valid for 90 days following submission. All submissions must be made through the City's Bonfire procurement portal. The City reserves the right to make multiple awards and may extend the contract for an additional 90 days or renew for supplemental terms up to four additional years.
