About this opportunity
The Town of Oro Valley, Arizona is requesting proposals for HVAC rooftop unit replacement and building automation integration at a municipal facility located at 13101 N Oracle Road, with sealed proposals due August 27, 2026 at 2:00 p.m. Local Arizona Time. A mandatory pre-proposal conference and site visit will be held August 14, 2026 at 9:00 a.m. Local Arizona Time at the Kachina Conference Room, with virtual participation available via Microsoft Teams.
The scope includes furnishing and installing twenty-three replacement packaged rooftop units (RTUs) and replacing existing thermostats with networked zone controllers integrated into the Town's existing Delta Controls building automation system. The facility currently operates fifty-two rooftop units; twenty-seven units are scheduled for Town personnel repair and two require no action. All replacement equipment must meet current federal minimum energy-efficiency standards and ASHRAE 90.1 provisions, utilizing low-GWP A2L refrigerants compliant with EPA AIM Act requirements.
Schedule A requires contractors to hold an active Arizona Registrar of Contractors commercial license (C-39 or CR-39) and demonstrate at least five years of commercial packaged RTU replacement experience with three verifiable references from similar projects completed within the past five years. Schedule B requires appropriate ROC licensing or qualified subcontractors for building automation system integration work. Contractors must provide performance and payment bonds equal to 100% of the total contract amount, maintain comprehensive insurance coverage, and warrant all labor and installation workmanship for a minimum of two years from acceptance. The facility is unoccupied and will remain so during construction, with normal work hours 6:00 a.m. to 6:00 p.m., Monday through Friday.
Proposals will be evaluated on qualifications, experience, and expertise (60 points maximum) and price proposal (40 points maximum) for each schedule. The Town reserves the right to evaluate and award each schedule separately and may make multiple awards. Offerors are not required to submit proposals for all schedules to be considered for award. The Town will obtain all required permits and manage inspections. Contractors must recover and document all refrigerant disposal and coordinate with Progressive Roofing to preserve the existing TPO roof warranty. A liquidated damages provision for non-completion applies, with the specific daily amount to be determined.
