About this opportunity
The Calcasieu Parish Sheriff's Office in Louisiana is requesting proposals for emergency standby disaster recovery mitigation and remediation services under RFP 2027-8, with sealed proposals due October 6, 2026 at 10:00 a.m. CST at the Archives & Central Distribution Facility in Lake Charles. This procurement is funded through a federal reimbursement grant from the Department of Homeland Security's Federal Emergency Management Agency Hazard Mitigation Grant Program (CFDA 90.379).
The scope encompasses comprehensive disaster recovery services to support CPSO facilities sustaining damage from declared disasters, including water extraction, interior drying and dehumidification, removal of affected porous materials, temporary roofing and air conditioning, debris staging and disposal, hazardous material handling, generator support, and facility restoration to safe conditions.
The contract term is two years with three optional one-year renewal periods. All direct project costs must be billed to specific project codes with invoices itemized by position, billing rate, hours, costs, project, and sub-task. Proposers must demonstrate adequate financial resources and provide evidence of solvency, drug-free workplace compliance, and liability insurance with minimum coverage of $1,000,000 per occurrence for general liability and $1,000,000 per occurrence for automobile liability. Awardees with contracts exceeding $25,000 must provide Payment and Performance Bonds equal to 100 percent of the contract amount or $250,000, whichever is less.
Proposals will be scored on a maximum of 100 points: History-Background and Experience (0–40 points), Capacity to Perform (0–35 points), and Price (0–25 points). Pricing is evaluated pro-rata, with the lowest average base rate receiving maximum price points. Paper proposals must include three printed copies plus one electronic copy on USB flash drive in PDF format. Questions are due September 22, 2026. Compliance with Davis-Bacon Act wage requirements, Equal Employment Opportunity provisions, debarment and suspension rules, and federal audit and record retention requirements for three years following grant close-out is mandatory. Louisiana preference is given to materials, supplies, and provisions produced or manufactured in the state when quality is equal.
