About this opportunity
The City of Dallas Park and Recreation Department is requesting proposals for architecture and engineering services for two aquatic centers — Singing Hills Aquatic Center and Jaycee Zaragoza Aquatic Center — under RFP issued July 17, 2026, with proposals due August 7, 2026 and questions due July 31, 2026. The City's Developing Regional & Inclusive Vendor Enterprises (DRIVE) Policy mandates a Small Business Enterprise participation goal of 14.84%; proposers must document good faith efforts to meet the goal and submit compliance forms (Form 604, Form 605, Form 606) evaluating local economic impact, SBE utilization, and engagement scores.
The scope encompasses comprehensive professional services from finalized scope development through construction administration, including architecture, landscape architecture, mechanical and electrical engineering, plumbing engineering, surveying, civil engineering, accessibility consulting, geotechnical engineering, structural engineering, and cost estimation, along with community engagement meetings and compliance with applicable codes and the City's Green Building Policy.
Singing Hills Aquatic Center (6805 Patrol Way, Dallas, TX 75241) has an estimated construction budget of $3.3 million with design completion by August 1, 2027, construction start January 15, 2028, and completion March 1, 2029. Jaycee Zaragoza Aquatic Center (3125 Tumalo Trail, Dallas, TX 75212) has an estimated construction budget of $3 million with design completion by May 1, 2027, construction start September 1, 2027, and completion April 1, 2028. Total estimated construction budget for both projects is $6.3 million. Each project will be awarded under a separate contract; the highest-ranking firm selects their preferred project and the second-ranking firm receives the remaining project. Design work begins October 28, 2026.
Evaluation is weighted as follows: Capabilities, Experience, and Resources (25 points); Capacity and Current Contracts (10 points); Approach to the Project (20 points); Ability to Achieve Sustainable Development Goals (10 points); Work Plan (10 points); Prior and Current Litigation and Claims History (5 points); and DRIVE Requirements (20 points). Proposals are limited to 40 pages in PDF format and must be submitted electronically through the Bonfire platform. The City will use its standard Architect Contract with no modifications entertained. All submitted information is subject to public disclosure under the Texas Public Information Act upon contract execution.
