About this opportunity

The City of Fort Worth is requesting proposals for non-exclusive agreements to provide elevator and escalator maintenance and repair services on an as-needed basis for the Property Management Department and the Public Events Department, with proposals due July 30, 2026. A 30 percent Small Business participation goal requires that at least 30 percent of total awarded contract value be subcontracted or spent with certified Small Business Firms.

Vendors must demonstrate a minimum of five years of experience in elevator and/or escalator maintenance and repair, maintain all applicable licenses and certifications, and field a dedicated team of at least five maintenance technicians with twenty-four-hour, seven-day-per-week emergency response capability. Services must comply with the latest adopted edition of ANSI A17.1 Safety Code for Elevators and Escalators and all applicable federal, state, and local regulations. A web-based service management portal documenting all maintenance activities is required. The scope includes preventative maintenance, routine maintenance, inspection, testing, repair, and emergency response.

Service transition will be prioritized at two locations—100 Fort Worth Trail and 2900 Alta Mere Drive—with full transition to all remaining service locations completed by March 31, 2027. Monthly maintenance pricing shall be submitted via a dedicated Bonfire Bid Table and must include all labor, materials, equipment, transportation, supervision, overhead, and profit.

The City reserves the right to award agreements to one or more qualified vendors. Evaluation uses a best-value approach: cost (up to 20 points), small business participation (up to 25 points), relevant experience (up to 20 points), operational capacity and availability (up to 25 points), and service area coverage and responsiveness (up to 10 points). Proposals receiving less than 50 percent of total available points, excluding price points, are deemed non-responsive.
