Evaluation weights are Approach (35 points), Cost Proposal (30 points), Expertise of Project Team (15 points), Demonstration of Project Experience (15 points), and Executive Summary (5 points). The City will select finalists between August 20–24, conduct interviews August 27–28, and issue a contract award between August 31 and September 18, 2026. Proposals are limited to 12 single-spaced pages plus optional cover sheet and team resumes, submitted in PDF format through publicpurchase.com.
