This RFP and any issued Addenda are published on publicpurchase.com. Instructions for registering and accessing publicpurchase.com are also provided on the City website at shorelinewa.gov/bidsandrfps. Interested parties can sign up to receive notification of any published additions for this project on publicpurchase.com, however, it is the Respondent’s sole responsibility to review all project documents published on publicpurchase.com.

The City intends to execute an Agreement for Services (sample attached) with the successful Consultant for an initial term of eight months. The City reserves the right to retain services of the selected Consultant for any subsequent phases of this project as outlined below. The anticipated maximum total compensation to the Consultant for services under the awarded agreement in Phase 1 and potential Phase 2 will not exceed $80,000 for the duration of the agreement period, unless amended.

Background The Shoreline City Council has placed Proposition 1 on the ballot for the November 3, 2026, General Election. If approved by voters, this proposition would create the Shoreline Metropolitan Park District to finance the construction, operation, and maintenance of a new indoor pool facility. The City would be the entity responsible for design, construction, operation, and maintenance.

The City completed a concept design and 10% schematic design process for the pool facility from June 2025 – February 2026. The City contracted with Miller Hayashi Architects and MJMA to complete the 10% schematic design report. The written report is available in the March 6, 2026, Council Meeting Packet starting on PDF page 74. The full report plus appendices from architectural, landscape, civil, structural, mechanical, electrical, aquatics, and Geotech subconsultants will be provided to the selected Consultant to review. The pool would be built on City-owned property at 17828 Midvale Ave N. The location is currently occupied by a storage facility. Based on the current https://www.shorelinewa.gov/government/departments/administrative-services/bids-rfps preliminary design, the facility would be approximately 48,000 square feet and include the following:

• 8-lane, 25-yard, lap pool with starting platforms, two 1m diving boards, stepped entry, ramp and lift access

• recreation pool with stepped entry, ramp, lift access, and a lazy river/current channel for water walking and floating

• hydrotherapy pool with stepped entry and lift access

• sauna

• universal changerooms with individual rooms, stalls, and private and deck showers

• pool spectator area with flexible seating options

• lobby with seating, pool viewing area, and snack bar

• classroom and party room

• staff area and service spaces

• parking

• green spaces between the building and street with connection to the Interurban Trail

The City wants to start design in early 2027 and construction in 2028. Staff are completing preliminary work in preparation for moving this project forward should voters pass Proposition 1 in November. The first step is to determine the preferred contracting method. The City is seeking a consultant to provide assistance in determining the preferred public works contracting method as defined in RCW Chapter 39.10.
