About this opportunity

Jacksonville Electric Authority (JEA) is requesting proposals for geotechnical investigation services for transmission and substation projects under RFP-CCNA, with proposals due August 18, 2026 and a mandatory pre-response meeting on July 30, 2026. Respondents must demonstrate completion of two similar transmission projects and two similar substation projects within the past seven years — a core eligibility filter.

JEA intends to award one contract but reserves the right to award multiple contracts by work grouping or exclude items at its discretion. Scope includes drill rig operations, Standard Penetration Testing (SPT), Cone Penetration Testing (CPT), soil sampling, laboratory soil testing, groundwater level measurement, thermal resistivity testing, and specialized field testing (electrical resistivity surveys, crosshole and downhole seismic, MASW surveys, pressure meter, and infiltration testing). Deliverables range from data-only reports to comprehensive interpretative reports (both sealed by a Florida Registered Professional Engineer) containing boring logs, CPT sounding logs with raw Excel data, boring location plans, laboratory results, foundation design recommendations, lateral earth pressure calculations, dewatering assessments, corrosion evaluations, and pavement design guidance as applicable. All soil samples must be retained for six months following final report submission.

Contract term is three years with JEA holding options to renew for two additional one-year periods contingent on appropriated funds. Unit prices for labor and equipment remain firm for year one; subsequent years permit CPI adjustments capped at 3% annually. Evaluation is non-price-based under Consultants' Competitive Negotiation Act methodology, using 100-point scale: Professional Staff Experience (20 points), Design Approach and Work Plan (35 points), Company Experience (40 points), and Jacksonville Small & Emerging Business (JSEB) participation (5 points). JSEB utilization is optional; firms participating earn points based on percentage of work subcontracted to certified JSEB firms, ranging from under 1% (0 points) to over 10% (5 points). If JSEB firms are employed, they must receive equal or better payment terms than the prime contractor receives from JEA, with payments due within three days of contractor receipt of JEA payment. Respondents must not appear on Florida's Convicted Vendor List, Suspended Vendor List, or Jacksonville's Disqualified Vendor List.
