About this opportunity

The Port of Everett is soliciting proposals for the design, engineering, fabrication, and delivery of six new floating docks to replace existing wood launch floats at its 10th Street Boat Launch facility, with proposals due September 10, 2026 at 4:00 p.m., and a pre-submittal meeting on August 18, 2026 at 11:00 a.m.

Contractors must demonstrate a minimum of five years of active engagement in floating dock system design and fabrication, with successful completion of at least five comparable projects within the preceding five years — the primary capability filter. A performance and payment bond equal to 100 percent of the contract amount is required. Prevailing wage requirements apply to all fabrication and manufacturing work performed within Washington State.

The scope includes complete design, engineering, shop drawings, fabrication, and delivery of a vendor-designed float system that utilizes existing concrete guide piles and ramp infrastructure at 605 10th Street, Everett, Washington. The contractor must provide installation oversight; the Port or a separate contractor will perform actual installation. The floats must be designed for enhanced durability, stability, accessibility, and long-term performance in a tidal marine environment using low-maintenance, durable materials with readily available replacement components. Pricing must be submitted on a lump-sum basis for design and shop drawings, unit-price basis for fabrication of each float, and lump-sum pricing for delivery and installation support. The contractor must also price spare parts including grating sections, hardware, cleats, bumpers, pile guide rub strips, and hinge components.

The contractor must provide a minimum ten-year warranty covering defects in design, materials, fabrication, and all components, with responsibility for maintaining replacement part availability for ten years following final acceptance. Design and shop drawing approval is anticipated through winter 2026/2027, fabrication in spring and summer 2027, and float delivery no later than September 30, 2027. All floats must be delivered and installation completed by December 31, 2027 to satisfy grant funding requirements. The contract is funded through Washington State Recreational and Conservation Office grant funding (Agreement No. 45-2272D) and local funding from the Port of Everett, Snohomish County, and the City of Everett. Written questions are due by September 3, 2026. The contract term extends from the effective date through completion of all work, with the Port maintaining the right to extend upon mutual written agreement.
