2. PROJECT BACKGROUND

A. The Port of Everett (or the “Port”) 10th Street Boat Launch is located along the Snohomish River at the north end of the Port’s waterfront and is the largest publicly owned boat launch in Washington State with 13 launch lanes and over 25,000 launches annually (the majority coming each March through October). The facility is co-owned by the Port of Everett, City of Everett, and Snohomish County with the Port of Everett operating and maintaining the facility. The facility is accessed from land via 10th Street off West Marine View Drive in Everett (State Route 529).

B. The existing boat launch boarding floats were originally constructed in the mid-1970’s through the mid- 1990’s. The first three floats, comprised of launch lanes 1 through 6, were built first, with lanes 7 through 13 added in the 1990s. Lane 13, which is designated as the handicap accessible lane, is not included in the scope of this project.

C. Given the age of the facility, the existing wood boarding floats at the 10th Street Boat Launch require frequent repair and are nearing the end of their useful life. This project is to replace existing boat launch wood floats with new vendor-designed floats using the existing concrete guide piles. The boat launch floats are used primarily by recreational vessels for temporary mooring while users launch and retrieve vessels from/to wheeled trailers.

D. This Contract is to design, fabricate, test, furnish, and deliver six (6) floating boat launch boarding floats to the Port of Everett’s 10th Street Boat Launch, for installation by Port personnel or a separate contractor hired by the Port.

E. Project Numbers: The RFP and Contract Number shall be 4-2026-045. The Project Number used by the Port Engineering Team is PA-BL-2026-01. The Port’s cost accounting capital improvement project code is CIP No. 5-0-033-01.

3. FUNDING SOURCE

Funding for this project is a combination of the Washington State Recreational and Conservation Office (RCO) and local funding from the Port of Everett, supplemented by Snohomish County, and the City of Everett. The RCO Grant Agreement Number is 45-2272D. All RCO terms and conditions have been incorporated into the Purchase Agreement.

4. CONTRACT SCHEDULE

A. The Port considers timely completion of this Project to be an important objective and encourages Proposers to identify opportunities to accelerate design, fabrication, and delivery activities while maintaining compliance with the requirements of this RFP.

B. The schedule below represents the Port's current planning schedule and is intended for proposal development purposes only. The Port recognizes that alternative approaches may allow portions of the Work to be completed earlier than indicated below.

C. The Port is particularly interested in approaches that facilitate phased fabrication, delivery, and installation of individual float sections or launch lanes, allowing portions of the facility to be returned to service prior to completion of the entire float replacement project.

D. The Port will work collaboratively with the successful Proposer to develop the final project schedule following contract award. Proposers shall include a preliminary project schedule identifying anticipated durations for design, shop drawing development, shop drawing review and approval, fabrication, delivery, and installation support services. Proposers are encouraged to identify opportunities for schedule acceleration and to describe any assumptions, fabrication capacities, phased delivery options, or other strategies that may result in earlier completion.

S c o p e o f W o r k - P a g e 3 | 10

E. The Port currently anticipates the following schedule:

• Contract Execution – Early Fall 2026

• Design Development and Shop Drawing Approval – Fall 2026 through Winter 2026/2027

• Float Fabrication – Spring and Summer 2027

• Float Delivery – Spring through Summer 2027

• Existing Float Removal and New Float Installation – Summer and Fall 2027

• All floats delivered no later than September 30, 2027

F. All Work required under this Contract shall be completed in sufficient time to allow the Port to satisfy the requirements of its grant funding. The Port's Recreation and Conservation Office (RCO) grant requires all grant-funded work to be completed, and expenditures paid no later than December 31, 2027.

5. PROJECT LOCATION

6. EXISTING CONDITIONS

A. Existing System Description:

1. The existing floats are timber decked and framed, with Styrofoam or polyethylene flotation tubs.

2. Each float has 11 individual float sections with 11 hinged joints. The first float section is hinged and connected to the existing concrete approach wedge. Each following section is hinged on both ends, except for the last (westernmost) float section, which is only hinged on one end.

3. The concrete guide piles are interior to the float to allow for boarding/mooring on each side of each float. The hinged connections do not line up with the guide piles, which means that the floats will have to be lifted up over the existing piling or destructively cut up for float removal. The interior guide pile slots are elongated in the east/west (longitudinal) direction to allow the length of the float to retract toward the east as the tide falls and the upper float sections progressively rest on the concrete boat ramp.

4. There are cleats on both sides of the floats, generally evenly spaced along the floats. Between the float hinges, there is white rubber or PVC rub-strips to prevent marring of vessels; there is no such protection afforded at the hinges.

5. Extensive maintenance work is performed by the Port to keep the floats in operable condition, including work on the decks and hinges.

6. There are no utilities on the existing floats.

7. The existing boat launch supports over 25,000 launches per year and serves prominently in hosting fishing derbies and other boat-related events.

B. The existing boat launch basin is protected by a land peninsula on the south, and wave attenuating floats on the north and west sides of the site. The entrance channel opening from the river to the basin on the west side can allow the entry of waves that could affect the floats. Further, strong river currents

1 2 3 4 5 6 Floats

S c o p e o f W o r k - P a g e 5 | 10 can run through the site despite the presence of the wave attenuating floats. Since the existing boat launch is on the Snohomish River, it is subject to tidal influence as well as silting.
