About this opportunity

The California Governor's Office of Emergency Services (Cal OES) is issuing Request for Proposal #A251015876 to procure professional services for the development of seismic bracing code provisions for mobile homes and manufactured homes under the federally funded Building Resilient Infrastructure and Communities (BRIC) program. The scope of work requires a comprehensive review of current California Code of Regulations relating to tie-down assemblies, Engineering Tiedown Systems, Earthquake Resistant Bracing Systems, and foundation systems, coupled with a literature review examining mobile home performance before and after June 15, 1976, and performance during past earthquakes including the Ferndale, Anchorage, Ridgecrest, and South Napa events. The contractor must conduct laboratory and field testing of a minimum of four sets of commonly used bracing assemblies and soil anchors, perform modeling and analysis, and develop reports with recommended California Code of Regulations amendments for adoption by the Department of Housing and Community Development. Required deliverables include detailed technical analyses, testing results, findings reports, and code amendment recommendations to be completed three months prior to the contract end date of November 30, 2027. Mandatory qualifications require the contractor to employ licensed civil and geotechnical engineers, while minimum qualifications demand six years of experience in seismic bracing regulations, laboratory and field testing of braking assemblies and soil anchors, and code development. The contractor must provide a comprehensive staffed project team including a Project Steering Committee, Project Technical and Review Committee, Working Group, and Code Writing Group with demonstrated project management and coordination capabilities. Proposals must include narrative descriptions of technical approach and methodology, detailed cost sheets, three client references for similar work completed within the past three years, and resumes of key personnel. Evaluation criteria will assess technical approach and methodology (30 points), project team composition and qualifications (14 points), project management and coordination (6 points), code development and writing expertise (10 points), and cost evaluation (30 points). The deadline for proposal submission is March 13, 2026, at 4:00 PM PST, with questions due by February 27, 2026; the proposed award date is March 30, 2026, or upon Department of General Services approval, whichever is later, with the contract period running from March 1, 2026, through November 30, 2027.

This procurement includes a minimum 3 percent Disabled Veteran Business Enterprise (DVBE) participation requirement with additional incentive points available for Small Business (SB) and Disabled Veteran Business Enterprise participation, encouraging disadvantaged business participation in the response. The contract is federally funded by FEMA assistance under the BRIC program with a budgeted amount not to exceed $337,500, structured on an hourly rate basis for actual hours worked and services completed. All standard insurance requirements, prevailing wage considerations, and federal compliance provisions including Davis-Bacon Act requirements apply to this contract. No incumbent vendors or current contractors are identified in the procurement materials, nor are existing infrastructure or technology integration requirements specified. The contract represents an opportunity for qualified engineering firms and consulting organizations with demonstrated expertise in seismic code development, mobile home construction standards, and earthquake engineering to contribute to California's efforts to strengthen mobile home resilience and develop updated state building code provisions in coordination with state partners including the Department of Housing and Community Development and California Earthquake Authority.

eview current California Code of Regulations (CCR) as it relates to newly installed tie down assemblies, Engineering Tiedown Systems (ETS), Earthquake Resistant Bracing Systems (ERBS) and foundation systems for mobile homes and manufactured homes (collectively ¿MH¿). The work will also include a literature review of the performance of MH before and after June 15th, 1976, and in past earthquakes (e.g., Ferndale Earthquake (2022/2023), Anchorage (2018), Ridgecrest (2019), South Napa (2014). In addition, modeling and testing of commonly used types of bracing assemblies (minimum 4 sets of assemblies including anchors) in a lab environment and field/lab testing for the soil sample and commonly used types of soil anchors will be conducted. Utilizing this information, the project committees and working groups will develop reports of their findings, including recommended California Code of Regulations (CCR) amendment(s) for new MH installations. Additionally, this project will allow Cal OES to work with state partners such as the Department of Housing and Community Development (HCD) and California Earthquake Authority (CEA) on requirements and feasibility analysis of implementing a statewide mitigation program for MH.
