About this opportunity

Alameda County, California is requesting proposals for service of process contracting to deliver civil and quasi-criminal legal documents for multiple county departments, with proposals due September 4, 2026 and a bidders' conference on August 13. The County intends to award a pool of up to three responsive and responsible bidders under a three-year contract with an option to renew for two additional years. A Small Local Emerging Business (SLEB) preference applies, adding points equaling 5 percent of the bidder's total evaluation score.

The scope encompasses service of process for summonses, complaints, petitions, subpoenas, and court orders. Three county entities require services: the Auditor-Controller Agency's Central Collections Division (approximately 250 documents annually), the Office of the County Counsel (approximately 700 documents annually), and Alameda County Child Support Services (approximately 3,000 documents annually). Geographic coverage includes Alameda, Contra Costa, San Francisco, Santa Clara, and San Mateo counties; throughout California; and out-of-state within the United States.

Minimum qualifications include three years of continuous service of process experience or possession of all necessary permits and licenses. All process servers must maintain valid California Process Servers Registration Cards, bonds, valid driver's licenses, and vehicle registration with minimum automobile liability insurance. Contractors accessing confidential County or child support data must execute annual Confidentiality Statements and UNAX Certifications acknowledging federal tax information protection requirements and severe criminal and civil penalties for unauthorized disclosure.

Pricing must be fixed and firm for the initial three-year term; all costs including freight and delivery must be included in quoted prices. The contract begins January 1, 2027. Evaluation criteria are cost (25 points), description of proposed services (35 points), relevant experience (25 points), and references (15 points), with optional vendor interviews potentially revising scores. Questions are due August 14, 2026 by 5:00 p.m., with answers issued August 25. The Notice of Intent to Award is scheduled for October 16, 2026.
