About this opportunity

The Massachusetts Bay Transportation Authority is requesting proposals for asphalt crack sealing services at MBTA-owned locations throughout the Boston metropolitan service area under RFP 90-26, with proposals due July 29, 2026.

The scope covers cleaning and sealing of construction and random cracks in bituminous concrete pavements at busways, transit stations, roadways, parking lots, rail and bus yards, walkways, and platforms across Boston, Somerville, Cambridge, Chelsea, Everett, Quincy, Milton, Braintree, Newton, Revere, Brookline, Medford, Malden, Melrose, and Lynn. The contract anticipates 35 shifts of work, with approximately 80 percent scheduled between 7 p.m. and 5 a.m. Payment is on a unit price basis per eight-hour shift, encompassing all labor, equipment, and incidentals. The MBTA will supply crack sealant material or direct purchase at cost plus ten percent reimbursement; the contractor supplies all other consumables and fuel. Bidders must propose truck-mounted melters of at least 250 gallons capacity, air compressors capable of 100 cubic feet per minute at 90 pounds per square inch, hand-cart equipment for limited-access areas, and a minimum of four workers per shift. All bidders must complete a 200-foot test strip in the field before commencing full contract work and submit six references for successfully completed similar projects.

The base contract term is one year with three optional one-year renewal periods at the MBTA's discretion. Bidders must provide base-year unit pricing and percentage escalation rates for each optional year using Form D.

Prevailing wage compliance is mandatory; hourly wage rates range from approximately $37.53 to $125.77 depending on trade classification, with weekly payroll reporting and three-year record retention required. Commercial General Liability Insurance of $1,000,000 per occurrence, Automobile Liability Insurance of $1,000,000 combined single limits, Workers' Compensation Insurance per Massachusetts General Laws Chapter 152, and Umbrella Liability Insurance of $5,000,000 per occurrence are required before contract commencement, with the MBTA named as additional insured.
