About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, Division of Engineering and Contract Administration is requesting design-build proposals for a grid-tied photovoltaic system and solar-covered parking structure at Boone National Guard Center Building 218 AASF in Frankfort, with proposals due September 11, 2026 at 1:30 PM ET and a mandatory pre-proposal site visit to be scheduled through Will Phillips at (502) 607-1301.

The scope is complete design, permitting, procurement, installation, testing, commissioning, and startup of a PV system with minimum combined AC rating of 200 kW and minimum DC rating of 234 kW, capable of producing not less than 300,000 kWh during the first year of operation. The system will be integrated into an existing parking area as a solar-covered structure and must include structural, civil, electrical, communications, and associated site improvements. All design professionals and construction trades must be licensed in Kentucky. The design-builder warrants all materials, equipment, products, and workmanship for twelve months following final completion.

The estimated project budget will be determined through the proposal evaluation process; the contract amount is listed as $0.00 on the solicitation form. This is a firm-fixed design-build contract with substantial completion required within 180 calendar days and final completion within 30 calendar days thereafter, for a total contract duration of 210 calendar days. The design-builder must submit performance and payment bonds each equal to 100 percent of the contract sum within 48 hours after Notice of Intent to Award. Liquidated damages are assessed at $250.00 per calendar day for delays in substantial completion and $125.00 per calendar day for delays in final completion. Evaluation will follow a best-value methodology considering qualifications, technical approach, past performance, and published criteria. Award is anticipated on or about September 26, 2026. Electronic submission through the Vendor Self Service (VSS) system is required. Questions may be directed to Lori Denhart at 502-892-3493 or DecaDesign@ky.gov.
