About this opportunity
The Commonwealth of Kentucky Division of Oil and Gas is soliciting proposals for remediation and plugging services on orphan wells under the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program (KASTOW), RFP-54-27, with proposals due September 18, 2026 at 3:00 PM Eastern Time. Questions were due August 31, 2026, with Commonwealth responses provided September 4, 2026 (the date Addendum No. 1 was issued, revising plugging specifications).
The scope encompasses wellbore clearing, cement plugging from total depth to surface, TENORM and gas detection, equipment mobilization, cement batch plant operations, spillage prevention, and wellsite reclamation across orphan wells in Logan County and subordinate Western Kentucky counties (Ballard, Butler, Caldwell, Calloway, Carlisle, Christian, Crittenden, Daviess, Fulton, Graves, Hancock, Henderson, Hickman, Hopkins, Livingston, Logan, Lyon, Marshall, McCracken, McLean, Muhlenberg, Ohio, Todd, Trigg, Union, and Webster). Addendum No. 1 mandates service-rig plugging with downhole steel-tubing work string (slickline plugging is not acceptable) and establishes differentiated procedures based on well depth: wells at 1,500 feet or shallower require access-road construction, pit excavation with 6-mil liner, wellhead entry or dismantling, tubing circulation, and casing perforation and cement placement; wells deeper than 1,500 feet require multi-stage cement placement and Class A, Class L, or Type 1L cement (50/50 POZ or latex-laden cement if H2S is present). All wells require casing cutoff three feet below surface, pit reclamation, and wellsite stabilization.
The contract is a firm fixed-price award with substantial completion required within 180 calendar days of award and final completion within one additional year. Liquidated damages are assessed at $200 per calendar day for delays. Anticipated award is October 14, 2026. Contractors must submit a 5% bid guarantee and, upon award, provide a 100% Performance Bond and 100% Payment Bond within five calendar days. Technical proposals are scored on 25 points covering prime and subcontractor experience, project history, equipment adequacy, work plan completeness, and past performance with the Division of Oil and Gas. Cost proposals are scored proportionally, with the lowest bid receiving 45 points. Davis-Bacon wage determinations and Equal Employment Opportunity requirements apply.
