About this opportunity
Stafford County Public Schools is requesting proposals for K–12 literacy textbooks and ancillary materials under RFP #27-SCPS-001, with sample submissions due September 25, 2026 and electronic proposals due October 9, 2026 at 2:00 p.m. Multiple awards are anticipated. For K–5, materials must appear on the Virginia Board of Education's approved or pending-approval Virginia Literacy Act K–5 Core Curriculum List; for 6–12 English, materials must align with Virginia Department of Education Standards of Learning. Updated copyright editions require prior written approval from VDOE, and sample submissions must match the copyright year being proposed.
Proposals must cover K–5 Literacy, 6–8 English, and 9–12 English (English 9, 9 Honors, 10, 10 Honors, 11, 11 Honors, 12; AP and ELA electives excluded). Materials must be available in print and digital formats with workbooks, teacher editions, and online resources. Digital platforms must integrate with Canvas, Clever, or Google. Vendors must deliver one complete set of teacher and student materials to each of 19 elementary schools plus three additional sets per grade level to Central Office at 31 Stafford Avenue, Stafford, Virginia 22554. The district prefers comprehensive K–5 programs but will consider K–2 submissions case-by-case. Stafford Schools will not pay for or return sample materials.
The contract term is seven years from award with an optional one-year renewal, not to exceed eight years total. The district anticipates purchasing adopted materials between April and June 2027 for 2027–2028 implementation. Price proposals are requested only from vendors advancing past initial textbook evaluation. At renewal, price increases are capped at the U.S. City Average Consumer Price Index for Other Services. The current incumbents are McGraw Hill (Open Court Foundational Skills Kit, Grades K–3), Houghton Mifflin Harcourt (Into Reading, Grades K–5 and Into Literature, Grades 9–12), and Great Minds (Wit & Wisdom, Grades 6–8).
Evaluation follows a four-part process: subject-specific committee review, Division Textbook Committee evaluation, and School Board approval. Contractors must provide professional learning support, customer support, and online access for Stafford Schools employees, students, and community members, and must carry Comprehensive General Liability insurance of at least $1,000,000 per occurrence. A signed acknowledgment of Addendum #1 (issued September 22, 2026) must be submitted before the due date or attached to the proposal.
