About this file

This is Addendum #1 to RFP #27-SCPS-001, issued by Stafford County Public Schools in Virginia on September 22, 2026, addressing clarifications and questions regarding a local textbook adoption for K-12 literacy. The RFP seeks comprehensive literacy textbook solutions covering grades K-5, 6-8, and 9-12, though vendors may propose solutions for individual grade bands. Specific courses under review for grades 9-12 include English 9 and 9 Honors, English 10 and 10 Honors, English 11 and 11 Honors, and English 12; AP courses and ELA electives are excluded from consideration. Sample copies of primary textbooks with ancillary materials must be submitted by October 9, 2026, with one complete set of teacher and student materials for each grade level sent to all 19 elementary schools, plus three additional sets for each grade level directed to the Central Office at 31 Stafford Avenue, Stafford, VA 22554. The district intends to purchase adopted textbooks and ancillary resources between April and June 2027 for implementation in the 2027-2028 school year. The adoption contract will have a seven-year term, during which all adopted materials must remain available for purchase throughout the full contract period.

The addendum clarifies that vendors may submit updated copyright editions if the updated version has received written approval from the Virginia Department of Education (VDOE), and sample submissions must match the copyright year being proposed. The district prefers comprehensive K-5 programs but will consider K-2 submissions on a case-by-case basis. Currently adopted materials include McGraw Hill's Open Court Foundational Skills Kit (Grades K-3), Houghton Mifflin Harcourt's Into Reading (Grades K-5), Great Minds' Wit & Wisdom (Grades 6-8), and Houghton Mifflin Harcourt's Into Literature (Grades 9-12). Enrollment numbers for English courses will be provided during price negotiations with top-ranked offerors. A signed acknowledgment of this addendum must be submitted prior to the solicitation due date or attached to the proposal, in addition to a signature on the original bid document.

RFP # 27-SCPS-001, Local Textbook Adoption for K12 Literacy

13. Will SCPS consider submissions for an updated copyright of the K-5 ELA curriculum that is currently on the VDOE Core Curriculum List? For example, our core program, copyright 2022, is what's listed on VDOE's approved list; however, we have an updated copyright 2026 of this curriculum. The 2026 edition has received a favorable evaluation from The Reading League, and many of the updates and enhancements made to the program were a direct result of feedback from our Virginia users of the previous 2022 copyright. We know that adopting a new literacy curriculum is an important decision and a large investment, and we want to provide the district with the best and most current materials to sustain you through the full 7-year adoption.

Answer: Yes, if the publisher has submitted an updated copyright to VDOE and received written notification that the updated copyright has been approved.

14. Can Zaner-Bloser submit Superkids 2026 as an update to our listed program (Superkids

Answer: Any sample(s) submitted must match the copyright year the offeror is proposing.

15. Can you verify the address for Howell Public Library? This address is not listed in

Attachment E or on page 5 of the RFP doc.

Answer: The set of materials for the Howell Public Library is included in the three (3) sets of materials received for public review.

16. Will SCPS accept a K-2 submission, or does it need to be a comprehensive K-5 program

Answer: Stafford Schools would prefer samples for a comprehensive K-5 program.

All other terms, conditions and specifications remain the same.

Note: A signed acknowledgment of this addendum must be received at the location indicated on the solicitation either prior to the solicitation due date and hour or attached to your proposal.
