About this opportunity
The Town of Christiansburg, Virginia is requesting proposals for a comprehensive compensation and classification study under RFP 26500030, with proposals due July 24, 2026 at 3:00 p.m. EST. Written questions are due July 7, 2026 by 5:00 p.m. EST, with answers provided in addendum by July 10, 2026.
The study must evaluate the Town's current classification and pay structures against comparable municipalities and private-sector positions, identify compensation compression and equity issues, and recommend adjustments to address recruitment and retention challenges. The Town employs 265 full-time and over 200 part-time employees across 131 full-time job classifications and 37 part-time positions organized within 29 pay grades. The last compensation study was completed in 2018. Deliverables include a comprehensive compensation survey with comparable labor-market analysis, recommended salary-range adjustments, updated pay-structure policies, implementation strategies with cost analysis, staff-administration training, and system documentation and software.
The contract term runs from execution through completion of all project tasks, with the Town reserving the right to purchase additional related services on an as-needed basis for three years following execution, not to exceed $50,000 annually. Proposals will be evaluated on ability to meet Statement of Need requirements and quality of proposed product (30 percent), firm qualifications and experience (25 percent), cost of services and samples of previous work (20 percent), references from similar municipalities (15 percent), and responsiveness and completeness (10 percent). The Town reserves discretion to award based on best value rather than lowest cost and may negotiate with selected offerors.
Contractors must provide proof of Virginia State Corporation Commission authorization, professional liability insurance with minimum limits of $2,000,000 general aggregate and $1,000,000 per occurrence, and maintain additional insured status for the Town throughout performance. Electronic proposals in PDF format not exceeding 60 MB are preferred; hardcopy submissions are accepted. Payment terms are Net 45 days upon completion and invoice receipt.
