Summary
This Request for Proposal (RFP) is issued by the Town of Christiansburg, Virginia, for a comprehensive compensation and classification study. The Town seeks qualified consulting firms to evaluate its current classification and pay structures against comparable municipalities and private sector positions to ensure competitive compensation, support employee retention and recruitment, and address any compensation compression or equity issues. The study is expected to include a review of the Town's current compensation system, identification and analysis of comparable labor markets, development and execution of a comprehensive compensation survey, recommendations for salary range adjustments, updates to pay structure policies, implementation strategies with cost analysis, training for staff administration, and provision of system documentation and software. The proposal submission deadline is 3:00 PM EST on Friday, July 24, 2026, with written questions accepted until Tuesday, July 7, 2026, at 5:00 PM EST. Answers to questions will be provided in an addendum by Friday, July 10, 2026. Electronic submissions in PDF format (not exceeding 60 MB) are preferred, though hardcopy submissions are accepted. The contract term extends from execution through completion of all project tasks as determined by the Town, with the Town reserving the right to purchase additional related services on an as-needed basis for three years following execution, not to exceed $50,000 annually.
Proposals will be evaluated on five criteria: ability to meet Statement of Need requirements and quality of proposed product (30 percent), qualifications and experience of the firm (25 percent), cost of services including samples of previous work (20 percent), references from similar municipalities (15 percent), and responsiveness and completeness of the proposal (10 percent). The Town reserves discretion to award the contract to the proposal deemed most advantageous rather than the lowest cost and may negotiate with selected offerors. Payment terms are Net 45 days upon completion of services and receipt of correct invoice. The Town employs 265 full-time and over 200 part-time employees across 131 full-time job classifications and 37 part-time positions organized within 29 pay grades. The Town's last compensation study was completed in 2018. Contractors must provide proof of Virginia State Corporation Commission authorization, professional liability insurance with minimum limits of $2,000,000 general aggregate and $1,000,000 per occurrence, and maintain additional insured status for the Town throughout contract performance.

SECTION III PURPOSE & GENERAL INFORMATION
This Request for Proposal (RFP) seeks to solicit proposals to establish a contract through competitive negotiations for a comprehensive compensation study for the Town of Christiansburg, Virginia (hereafter referred to as the “Town”). The Town invites qualified firms to provide proposals to conduct a comprehensive compensation and classification study to evaluate the Town’s current classification and pay structures as compared to similar municipalities and in the private sector where applicable. It is expected that the study will indicate what actions should be taken to avoid loss of qualified staff and difficulties in recruiting new employees for town employment, while competitively compensating its current employees. It is also expected that the study will recommend adjustments to the Town’s pay plan and salary structure to rectify any compression/equity issues.
The Town’s classification and compensation system was last reviewed and updated in 2018.
The project includes a review of the Town’s current system, a market study and analysis of comparable public and private sector positions, recommendations for changes and improvements to the compensation system and policies governing it, and a cost analysis with recommendations for implementing changes to the system. The Town’s current compensation structure contains assigned pay grades with a minimum, midpoint, and maximum. The Town’s classification system has been maintained and kept up so date since the last review.
However, classifications should be reviewed, as necessary, to ensure the compensation study is successful and results in a competitive pay structure. The Town has utilized pay-for-performance in past years with plans to continue pay-for-performance following the study.
The Town has 265 full-time employees and over 200 part-time employees. As of June 15, 2026, the Town had a total of 131 full-time jobs and 37 part-time jobs. The current pay plan consists of 29 pay grades, with each full-time pay grade including a minimum, market and maximum pay rate. A current copy of the pay plan is included in this RFP. Pay rates offered upon hire are dependent on qualifications and experience for many positions. The standard work period for law enforcement is 28 days.
The Town’s objectives include updating its current compensation system to attract and retain qualified employees; ensure positions performing similar work with essentially the same level of complexity, responsibility, and required education, knowledge, skills, and abilities are classified together; provide salaries commensurate with assigned duties; maintain a competitive position with other comparable government entities and private employers; and review the current pay philosophy and practices for competitiveness and analyze the lowest minimum salary within the system to determine if it continues to produce a living wage.
The Town will select the Contractor who they determine most closely satisfies the needs of the Town. There is no requirement for acceptance of the lowest cost of service offered, and specific requirements may be waived or amended at the discretion of the Town.
SECTION IV STATEMENT OF NEED / SCOPE OF SERVICES
The Contractor shall provide services including, but not necessarily limited to, the following:
A. Review the Town’s current compensation plan and understand current challenges with recruiting and retaining employees.
B. Review specific classification groupings, conduct a job analysis (if needed), review position placement within the compensation system, and recommend appropriate changes for groups that are identified as having possible misalignment.
C. Identify and recommend comparable labor markets, including both public and private sector employers, for a compensation survey. The recommendations should be provided prior to implementation of the study for approval by Town administration.
D. Develop and conduct a comprehensive compensation survey for Town positions.
E. Review the current compensation structure and recommend appropriate changes to salary ranges for each position based on the classification plan, compensation survey results, and internal relationships and equity.
F. Review and update the Town’s current pay structure using the results of the survey and best practices.
G. Develop new or recommend changes to current policy to assist Town staff with determining the starting pay for new employees based on knowledge and experience above the minimum requirements of the positions, how difficult the position is to fill, and market competitiveness.
H. Recommend implementation strategies including calculating the cost of implementing changes to the plan with current employees, if necessary, and the future impact of the recommended changes.
I. Identify any unique current individual or group compensation inequities and provide a recommended corrective action plan and process to remedy these situations.
J. Create updated job clarifications and structure documents, as appropriate.
K. Recommend and provide implementation strategies related to other key compensation practices, based on market demands, including pay for performance, skill pay, special assignment pay, certification pay, etc.
L. Provide system documentation and computer formats/software to administer the plan.
M. Provide recommendations for ongoing internal administration and maintenance of the proposed compensation plan.
N. Review the current methods for new classifications and guidelines for adding them to the compensation system appropriately to ensure continued relevancy.
O. Conduct a compression analysis and include recommendations for addressing concerns and the cost for doing so, with the understanding that the Town utilizes pay for performance and pay is individualized.
P. Provide comprehensive training to identified members of Town staff to ensure the new system can be explained and administered appropriately in the future.
Q. Provide the Human Resources Director with regular updates regarding the project status.
R. Conduct and lead meetings with Town administration and/or Town Council as required at specific milestones (to be determined based on project plan) and at the end of the project.

2. Identify staffing gaps, redundancies, or inefficiencies and opportunities for improved efficiency through policy, staffing, or scheduling changes.
3. Assess span of control, supervisory ratios, and organizational structure.
4. Optional services that may not be identified with the scope of work but support the objectives of the project.

For the purposes of this section, "drug-free workplace" means a site for the performance of work done in connection with a specific contract awarded to a contractor in accordance with this chapter, the employees of whom are prohibited from engaging in the unlawful manufacture, sale, distribution, dispensation, possession or use of any controlled substance or marijuana during the performance of the contract.
N. Ethics in Public Contracting: By submitting their bids/proposals, contractors certify that their bids/proposals are made without collusion or fraud and that they have not offered or received any kickbacks or inducements from any other contractor, supplier, manufacturer or subcontractor in connection with their bid/proposal, and that they have not conferred on any public employee having official responsibility for this procurement transaction any payment, loan, subscription, advance, deposit of money, services, or anything of more than nominal value, present or promised, unless consideration of substantially equal or greater value was exchanged.
O. Facsimile and Email Proposals: Unsealed proposals may be submitted by facsimile or email. Sealed proposals must be submitted in a sealed envelope or through a secure online portal, as directed by the Town of Christiansburg. Unsealed, facsimile, or emailed proposals will not be accepted for sealed bidding. P. Immigration Reform and Control Act of 1986: By submitting their bids/proposals, contractors certify that they do not and will not during the performance of this contract employ illegal alien workers or otherwise violate the provisions of the federal Immigration Reform and Control Act of 1986.
Q. Indemnification: Contractor agrees to indemnify, defend, and hold harmless the Town of Christiansburg its officers, agents, and employees from any claims, damages and actions of any kind or nature, whether at law or in equity, arising from or caused by any kind or nature of services furnished by the contractor or contractor’s use of any materials, goods, or equipment of any kind or nature, provided that such liability is not attributable to the sole negligence of the Town of Christiansburg.

Postal Service, private couriers, or other means of delivery. It is the sole responsibility of the contractor to ensure that its bid/proposal reaches the Town of Christiansburg's Purchasing Office by the designated time and hour.
S. Mandatory use of Town Form and Terms and Conditions: Failure to submit a bid/proposal on the official Town of Christiansburg form provided for that purpose shall be a cause for rejection of the bid/proposal.
Modification of or additions to any portion of the Invitation for Bid/Request for Proposal may be cause for rejection of the bid/proposal; however, the Town of Christiansburg reserves the right to decide, on a case by case basis, in its sole discretion, whether to reject such a bid/proposal as nonresponsive. As a precondition to its acceptance, the Town of Christiansburg may, in its sole discretion, request that the contractor withdraw or modify nonresponsive portions of a bid/proposal which do not affect quality, quantity, price, or delivery. No modification of or addition to the provisions of the contract shall be effective unless reduced to writing and signed by the parties.
T. Negotiation with the Lowest Bidder: Unless all bids are cancelled or rejected, the Town of Christiansburg reserves the right granted by Virginia Code § 2.2-4318 to negotiate with the lowest responsive, responsible bidder to obtain a contract price within the funds available to the Town whenever such low bid exceeds the Town’s available funds. For the purpose of determining when such negotiations may take place, the term “available funds” shall mean those funds which were budgeted by the agency for this contract prior to the issuance of the written Invitation for Bid. Negotiations with the low bidder may include both modifications of the bid price and the Scope of Work/Specifications to be performed. The Town shall initiate such negotiations by written notice to the lowest responsive, responsible bidder that its bid exceeds the available funds and that the Town wishes to negotiate a lower contract price. The times, places, and manner of negotiating shall be agreed to by the Town and the lowest responsive, responsible bidder.
U. Nondiscrimination of Contractors: A bidder, proposer, offeror, or contractor shall not be discriminated against in the solicitation or award of this contract because of race, religion, color, sex, national origin, age, disability, faith-based organizational status, any other basis prohibited by state law relating to discrimination in employment. If the award of this contract is made to a faith-based organization and an individual, who applies for or receives goods, services, or disbursements provided pursuant to this contract objects to the religious character of the faith-based organization from which the individual receives or would receive the goods, services, or disbursements, the public body shall offer the individual, within a reasonable period of time after the date of his objection, access to equivalent goods, services, or disbursements from an alternative provider.
V. Payment To Prime Contractor:
1. Invoices for items ordered, delivered, and accepted shall be submitted by the contractor directly to the payment address shown on the purchase order/contract. All invoices shall show the Town of Christiansburg or state contract number and/or purchase order number; social security number (for individual contractors) or the federal employer identification number (for proprietorships, partnerships, and corporations).
2. Any payment terms requiring payment in less than 45 days will be regarded as requiring payment 45 days after invoice or delivery, whichever occurs last. This shall not affect offers of discounts for payment in less than 45 days, however.
3. All goods or services provided under this contract or purchase order, that are to be paid for with public funds, shall be billed by the contractor at the contract price, regardless of which public agency is being billed.
4. The following shall be deemed to be the date of payment: the date of postmark in all cases where payment is made by mail, or the date of offset when offset proceedings have been instituted as authorized under the Virginia Debt Collection Act.
W. Payment To Subcontractors: Contractor may retain Subcontractors and Suppliers for the performance of parts of the Work. Such Subcontractors and Suppliers must be acceptable to the Town.
1. In accordance with Virginia Code §§ 2.2-4354(1), the contractor shall be liable for the entire amount owed to any subcontractor with which it contracts. The contractor shall not be liable for amounts otherwise reducible due to the subcontractor’s noncompliance with the terms of the contract.
However, in the event that the contractor withholds all or a part of the amount promised to the subcontractor under the contract, the contractor shall notify the subcontractor, in writing, of his intention to withhold all or a part of the subcontractor's payment with the reason for nonpayment.
Payment by the party contracting with the contractor shall not be a condition precedent to payment to any lower-tier subcontractor, regardless of that contractor receiving payment for amounts owed to that contractor. Any provision in a contract contrary to this section shall be unenforceable.
2. In accordance with Virginia Code §§ 2.2-4354(2), The contractor shall take one of the following courses of action within seven (7) calendar days after receipt of amounts paid to contractor by the Town for Work performed by any Subcontractor under this Contract:
a. Pay the subcontractor for the proportionate share of the total payment received from the Town attributable to the work performed by the subcontractor under that contract; or
b. Notify the Town and subcontractor, in writing, of his intention to withhold all or a part of the subcontractor's payment with the reason for nonpayment.
3. In accordance with Virginia Code §§ 2.2-4354(3), individual contractors shall provide their social security numbers and proprietorships, partnerships, and corporations shall provide their federal employer identification numbers to the Town, or in the case of a subcontractor, to the contractor.
4. In accordance with Virginia Code §§ 2.2-4354(4), contractor shall pay interest to the subcontractor on all amounts owed by the contractor that remain unpaid after seven days following receipt by the contractor of payment from the Town for work performed by the subcontractor under that contract, except for amounts withheld as allowed in subdivision 2.
5. Unless otherwise provided under the terms of this contract, interest shall accrue at the rate of one percent per month.
6. Contractor shall include in each of its subcontracts a provision requiring each subcontractor to include or otherwise be subject to the same payment and interest requirements with respect to each lower-tier subcontractor.
7. Contractor's obligation to pay an interest charge to a subcontractor pursuant to the payment clause in this section shall not be construed to be an obligation of the Town. A contract modification shall not be made for the purpose of providing reimbursement for the interest charge. A cost reimbursement claim shall not include any amount for reimbursement for the interest charge.
X. Unreasonable Charges. Under certain emergency procurements and for most time and material purchases, final job costs cannot be accurately determined at the time orders are placed. In such cases, final payment in full is contingent on a determination of reasonableness with respect to all invoiced charges. Charges which appear to be unreasonable will be researched and challenged, and that portion of the invoice held in abeyance until a settlement can be reached. Upon determining that invoiced charges are not reasonable, the Town of Christiansburg shall promptly notify the contractor, in writing, as to those charges which it considers unreasonable and the basis for the determination. A contractor may not institute legal action unless a settlement cannot be reached within thirty (30) days of notification. The provisions of this section do not relieve an agency of its prompt payment obligations with respect to those charges which are not in dispute (Virginia Code § 2.2-4363).
