Phase 1B (Trinity Well) encompasses cooling towers to treat up to 4 MGD of groundwater from Trinity Well #1 for blending with treated surface water, chemical monitoring and distribution systems, stormwater infrastructure, electrical and automation upgrades, and access road improvements, with estimated construction duration less than eight months. Phase 1D expands treatment capacity by up to 13 MGD through additional raw water pumping, storage reservoir upgrades, new clarifiers and filter systems, a new medium service pump station, additional finished water storage capacity, and ancillary infrastructure, with estimated duration of 32 months after Phase 1B substantial completion. Technical specifications are organized across 46 divisions covering general conditions, concrete, structural elements, mechanical systems, electrical systems, process interconnections, and water treatment equipment. The RFP requires compliance with Texas prevailing wage requirements under Texas Government Code Chapter 2258 (penalties of $60 per underpaid worker per day). The bid form comprises 78 lump sum items, 2 unit-priced items, and 1 allowance item for security infrastructure at $400,000.
Evaluation uses weighted scoring: Proposal Price (50%), Experience/Past Performance on Similar Projects and Ability to Maintain Budget and Schedule (25%), Project Team's Relevant Experience (10%), and References from Relevant Work Performed (15%). Respondents must submit a bid bond equal to 5% of the maximum total proposal price and, if awarded, performance, payment, and warranty bonds. Questions are due September 2, 2026 at 4:00 p.m., with responses posted as addenda. The contract will be executed on BRA's standard form with non-modifiable terms.
