About this opportunity

St. Mary's County Health Department in Maryland rescinded RFP 26-10 for fractional IT leadership services effective March 13, 2026 through Amendment 006. All received proposals remain unopened and no further action will be taken on this procurement.

Prior to rescission, the RFP sought a consultant to provide temporary IT leadership through June 30, 2026 to guide implementation of a previously developed IT Modernization Roadmap and deliver strategic direction on governance structure, cybersecurity activities, and modernization initiatives across technology, data, infrastructure, and operations. The consultant could be an individual, team, or organization and was required to work using SMCHD-issued equipment.

Scope encompassed eight deliverable categories: Project Initiation, Governance & Leadership, Roadmap Execution Oversight, Technical & Operational Guidance, Cybersecurity Guidance, Data & Analytics Support, Reporting and Communication, and Contract Closeout. Key deliverables included governance frameworks, IT risk registers, implementation plans, cybersecurity gap analyses, data management frameworks, and biweekly progress reports. The consultant was required to attend an on-site kickoff meeting and additional in-person meetings as needed, with monthly executive briefings mandatory. All work and data had to be performed and retained within the United States.

Technical proposals were evaluated on expertise and experience (30 points), project approach (10 points), performance and outcome indicators (25 points), and project timeline (20 points); pricing was evaluated separately for a maximum of 15 points. Qualified proposals required a minimum score of 65 out of 85 points during technical evaluation. Applicants had to demonstrate experience with government IT modernization, technology leadership, cybersecurity leadership, and governance/risk/compliance; understand HIPAA and 42 CFR Part 2; and be in good standing with the State of Maryland.

The contract term ran from award through June 30, 2026 with no planned extensions. Prior amendments extended the submission deadline from an original January 9, 2026 date through March 6, 2026 at 3:00 PM Eastern Standard Time before final rescission on March 13.
