About this file
This is Amendment Number Two to Request for Proposal 26-10 issued by the Saint Mary's County Health Department in Maryland for Fractional IT Leadership services. The RFP seeks a consultant to provide temporary, short-term fractional information technology leadership to guide the implementation of a previously developed IT Modernization Roadmap. The consultant will deliver strategic direction to agency leadership on implementing governance structure, cybersecurity activities, and support execution of modernization initiatives across technology, data, infrastructure, and operations. Amendment Number Two replaces Attachment One with an updated version and does not extend the submission deadline. Technical proposals must not exceed 20 single-spaced pages using 12-point Times New Roman font and must address five evaluation criteria: expertise, experience and capacity; project approach; performance and outcome indicators; project timeline; and required attachments. Offerors must provide references from at least three similar completed projects including project names, locations, owner representative contact information, scope of services, and project duration.
The pricing proposal must include a line-item budget and budget narrative for the period of February 16, 2026 through June 30, 2026, with all applicable charges and fees outlined and aligned with proposed activities. Upon award, the contractor will be required to enter budget information into DHMH Form 432. Both technical and pricing proposals require submission of specific application cover pages and experience records as designated attachments. The contract term is for the five-month period ending June 30, 2026, representing a short-term engagement to support the agency's IT modernization initiatives.
