About this opportunity
The Rivanna Water and Sewer Authority is requesting proposals for lake management services to support algae growth control and harmful algal bloom (HAB) mitigation across five surface water reservoirs, with proposals due June 16, 2026 at 3:00 p.m. EST. The Authority reserves the right to make multiple awards or reject all proposals and re-advertise.
Offerors must hold a Virginia license for aquatic algaecide applications, possess necessary permits from the Virginia Department of Environmental Quality, and provide proof of bonding capacity. Required insurance includes Commercial General Liability of $1,000,000 per occurrence, Professional Liability of $1,000,000, Business Automobile coverage, Workers' Compensation per Virginia statute, and Excess Third-Party Liability of $5,000,000.
The scope encompasses reviewing and analyzing water quality data collected by RWSA staff, recommending algaecide treatments, selecting appropriate chemicals, and defining treatment areas. The contractor will order and deliver all treatment chemicals to project sites. Work is assigned through individual work authorizations or purchase orders throughout the contract term with no minimum volume guaranteed. The contractor must furnish all personal protective equipment, safety items, tools, and equipment necessary for the work.
The initial contract term is 12 months with the option for up to four automatic 12-month renewals for a maximum contract period of five years. Chemical costs will be compensated on a cost-plus markup basis in addition to negotiated service fees. Specific cost proposals are required at submission, though they are non-binding, with final compensation to be negotiated during the award phase.
Evaluation criteria include firm qualifications and experience, key personnel depth, responsiveness to scope requirements, geographic location of personnel, quality of previous work, cost per acre of treatment, and ability to respond quickly to emergency conditions. The Authority anticipates conducting interviews with shortlisted firms the week of June 22, 2026, followed by negotiations with the top two offerors before final award.
