Rivanna Water and Sewer Authority 1
I. BACKGROUND
The Rivanna Water and Sewer Authority (also herein “RWSA” or “Authority”) is a regional non-profit corporation and political subdivision of the Commonwealth chartered in 1972 under the Virginia Water and Sewer Authorities Act (1950, as amended). RWSA owns and operates multiple water and wastewater treatment facilities and provides finished water distribution and wastewater collection services to two wholesale customers: the City of Charlottesville Public Utilities Division (City) and the Albemarle County Service Authority (ACSA). The City and ACSA own and operate numerous smaller water and sewer mains and provide all retail services within the RWSA service area. The City of Charlottesville subsequently provides wholesale service to the University of Virginia.
II. PURPOSE
The Rivanna Water and Sewer Authority is hereby soliciting sealed proposals for the purpose of selecting a qualified firm/contractor to provide Lake Management Services to support the Authority with management of its five surface water reservoirs with respect to algae growth and control. The initial contract will be for a one-year term that may be renewed annually up to four times, for a total contract period not to exceed five years.
The purpose of soliciting these services is to have an experienced lake management services provider review and analyze reservoir water quality data collected by the Authority and provide recommendations for the application of algaecides in the reservoirs. The Authority currently conducts water quality monitoring and algal counts for each reservoir and reviews the data to identify when harmful algae blooms (HABs) are occurring, and which may require algaecide treatment. Additional expertise, beyond that of our staff, on ecosystem health, aquatic pesticides and their potential impact on these ecosystems and community drinking water supplies, is needed, as well as permits from the Virginia Department of Environmental Quality. Due to the unpredictable nature of dealing with environmental factors which could produce algal blooms, and the necessity of their control to protect the community’s drinking water sources, it is critical to review a contractor’s qualifications and references to confirm their capabilities and the satisfaction of other owners who have worked with the contractor in similar situations.
The Offeror will have experience in reviewing and analyzing water quality data and the use of aquatic pesticides in the control of nuisance algae. The successful Offeror(s) will propose the means of meeting the Authority’s objectives. The final details will be established during negotiations.
III. SCOPE OF WORK
The scope of work covered by this RFP will consist of tasks assigned as individual work authorizations or purchase orders during the contract period. The type of work may include, but not be limited to, algaecide treatments of one or more reservoirs. Contractor will review Authority collected data and work in close coordination with Authority staff and provide recommendations regarding the need for chemical applications. This should include chemical selection, as well as defining the treatment area. Contractor is responsible for ordering any chemicals to be used and delivery of those chemicals to specific project sites.
The Authority does not guarantee either a minimum volume of work or a specific volume of work under this contract.
Rivanna Water and Sewer Authority 2
The contractor will be compensated based on the requirements of the individual work authorization which will include a fixed fee for the specific services by location/reservoir/treatment based on pricing and cost information established during the negotiation stage. Cost of specific agreed upon chemical treatments should be assumed to be paid at cost plus mark-up in addition to cost of services fees negotiated (contractor will purchase and supply all treatment materials) The contractor shall furnish all necessary personal protective equipment (PPE), safety items and materials, tools, equipment customary to the trade, etc. and all other moveable equipment necessary to complete the work performed under this contract.
Work to be performed under this contract is likely to be scheduled within a quick timeframe following review of water quality data, which is collected regularly. As a result, the contractor must be available with a quick turn-around for lake treatments.
As part of this contract, it will be critical for the contractor to work effectively and communicate consistently with the Authority’s Water Resources Coordinator and Water Manager. This work is generally approached as a team or partnership between the Authority and the contractor, where innovative thinking and problem solving to accomplish a task or expedite a schedule are encouraged.
The contractor must have all necessary permits for the application of aquatic herbicides through the Virginia Department of Environment Quality.
Available Documents / Data: The following documents and information will be made available as needed for individual tasks:
• Integrated Pest Management Plan for RWSA Reservoirs.
• Water Quality monitoring data.

The Authority shall be responsible only for Vendor’s direct additional costs in holding the goods or delaying performance of this P.O. at the Authority’s request. The Authority may cancel this P.O. if such delay exceeds thirty (30) days from the original delivery date.
