About this opportunity

Lakehaven Water and Sewer District is soliciting proposals for SCADA migration and modernization services across two wastewater treatment plants and multiple remote facilities, with proposals due September 1, 2026.

The scope spans migrating existing Wonderware InTouch SCADA platforms (versions 2014 R2 and 2017) and related PLC/RTU systems to a modern, standardized platform while maintaining zero loss of control and no unplanned service interruptions. The migration covers approximately 454 HMI/graphic screens and over 27,000 tags distributed across the Redondo and Lakota treatment plants and remote water and sewer facilities serving a population exceeding 135,000 across 35 square miles in south King County. The selected vendor must deliver labor, software, configuration, testing, commissioning, training, and documentation as a turnkey solution, with the District retaining full ownership of all software licenses, source code, and intellectual property upon payment. The District will procure all hardware (servers, network equipment, redundancy systems); the vendor is responsible for setup and configuration.

Vendors must demonstrate SCADA migration experience through 3–5 relevant project references with at least one completed project. Cybersecurity design must comply with NIST SP 800-82 and ISA/IEC 62443 standards. The vendor commits to 2-year post-implementation support with one-hour critical issue response time and minimum 30-day stabilization periods following each major cutover.

Proposals must follow a 40-letter-page format and include detailed cost projections covering software development services, SCADA platform and licensing (with perpetual versus subscription designation), implementation costs, and five- and ten-year ongoing projections. Implementation begins July 2027 at Redondo (through February 2028), followed by Lakota (March through December 2028), with concurrent remote site implementation extending through December 31, 2030. Evaluation weighs written proposal assessment at 40 points and interview scoring at 60 points. Questions are due by September 1, 2026. Pre-submittal meetings are available July 20–23, 2026. Proposal selection is anticipated by September 30, 2026, with Notice to Proceed by October 29, 2026.
