About this file

Summary

This is a Scope of Work and Schedule document for Request for Proposals (RFP) 2026 SCADA Migration and Modernization issued by Lakehaven Water and Sewer District in Washington State. The District seeks qualified implementation partners/system integrators to plan, design, and implement a comprehensive migration and modernization of its Supervisory Control and Data Acquisition (SCADA) systems across two wastewater treatment plants (Redondo and Lakota) and multiple remote water and sewer facilities serving a population of over 135,000 across a 35-square-mile area in south King County. The project encompasses migrating from existing Wonderware InTouch SCADA platforms (versions 2014 R2 and 2017) and related PLC/RTU systems to a modern, standardized platform while maintaining zero loss of control and no unplanned service interruptions. The scope includes approximately 454 HMI/graphic screens and over 27,000 tags distributed across multiple facilities. The RFP was issued on July 15, 2026, with pre-submittal meetings available July 20-23, 2026, proposals due September 1, 2026, proposal selection by September 30, 2026, and Notice to Proceed by October 29, 2026. The project implementation schedule extends through December 31, 2030, with sequential implementation at the two treatment plants (Redondo from July 2027 through February 2028; Lakota from March 2028 through December 2028) and concurrent remote site implementation.

The selected vendor must deliver all labor, software, configuration, testing, commissioning, training, and documentation as a turnkey solution, with the District retaining full ownership of all software licenses, source code, and intellectual property upon payment. Proposals must follow a 40-letter-page format and include detailed cost projections covering software development services, SCADA platform and licensing (with perpetual versus subscription designation), recommended hardware (procured by the District), implementation costs, and five- and ten-year ongoing cost projections. The District will procure all hardware including servers, network equipment, and redundancy systems; the vendor is responsible for setup and configuration. Vendors must demonstrate SCADA migration experience through 3-5 relevant project references with at least one completed project, provide cybersecurity design compliant with NIST SP 800-82 and ISA/IEC 62443 standards, and commit to 2-year post-implementation support with critical issue response time of one hour and minimum 30-day stabilization periods following each major cutover. Evaluation criteria include written proposal assessment (40 points: SCADA migration, technical architecture, migration strategy, team qualifications, cybersecurity, maintainability, schedule and risk, and cost) and interview scoring (60 points).
