About this opportunity

Roanoke County School Board is soliciting proposals for a digital portfolio curation platform serving approximately 4,500 high school students (Grades 9–12) across five RCPS schools, with proposals due June 17, 2026 at 2:00 p.m. and written questions due by 5:00 p.m. on June 4. Addendum 1, issued June 9, clarifies the district's existing technology infrastructure and pilot experience; vendors must acknowledge receipt of the addendum prior to the proposal due date or include acknowledgment with their submission, and previous respondents via eVA must resubmit.

The platform must support student portfolio creation and curation with multimedia artifact support, competency alignment to the Opportunity Ready Graduate Profile, educator feedback and progress-monitoring tools, district-level administration with Single Sign-On and Student Information System integration, FERPA and COPPA compliance, and post-graduation portfolio portability. The platform will enable the Senior Portfolio Defense process, a performance assessment requiring student presentations of learning evidence.

RCPS uses Synergy Student Information System with ClassLink for SIS-based rostering, Canvas as its Learning Management System, and Microsoft 365 as its primary productivity platform. The district does not use Google Workspace or Google Classroom. Pilot testing with Microsoft OneDrive and Office 365 revealed limitations in portfolio visibility for multiple stakeholders, structured feedback workflows, and long-term student portability, signaling key capability gaps the new platform must address.

The contract begins September 1, 2026, with an initial one-year term and renewal options for up to four additional one-year periods at the district's discretion. Pricing must include per-student or per-license costs for 4,500 students, optional modules and premium features, multi-year pricing with discount structures, and one-time or recurring implementation and support fees.

Vendors must demonstrate experience providing digital portfolio solutions to K–12 districts of 10,000+ students, existing FERPA and COPPA compliance infrastructure, successful district-wide implementations with references, technical capability for SSO and SIS/LMS integration with mobile accessibility, and dedicated implementation and customer success support.
