The State of Alaska Office of Procurement and Property Management is soliciting proposals for statewide transcription services under RFP 2026-0200-0064, with proposals due at 9:30 A.M. Alaska Daylight Time on Monday, August 24, 2026. An Alaska Bidder Preference of 5% applies to qualified Alaska offerors; Alaska Veteran and Alaska Military Skills Program preferences may also apply. The scope covers general, medical, and legal transcription services converting live or recorded speech into written or electronic text on a non-mandatory, as-needed basis. Services must include audio-to-text and video-to-text conversion, secure file transfer protocol (SFTP) capabilities, 24/7 dictation recording availability, HIPAA compliance, and quality assurance maintaining 98% accuracy. All work must be performed in the United States without artificial intelligence assistance. The state will use the resulting contract across all Alaska governmental entities, including the Legislative Branch, Court System, University of Alaska, boards, commissions, political subdivisions, cities, boroughs, school districts, and federally recognized tribes.

Offerors must demonstrate a minimum of three years in business or have staff with ten or more years of individual transcription experience and demonstrated capability in complex general, medical, and legal transcription services. Court-system transcription must meet the Alaska Court System Manual of Transcription Procedures (TF-410) standards, including 99.95 percent accuracy for court work.

The estimated annual state spend is approximately $300,000 based on historical data. The contract is firm fixed-price, running from approximately September 15, 2026, through September 30, 2027, with three optional one-year renewals through September 30, 2030. Pricing stratifies by service type and turnaround time (one to six-plus days), quoted per 65-character line. Contractors must pay an administrative fee equal to 1.5% of net sales and submit quarterly usage reports. Prices remain firm through September 30, 2027; Consumer Price Index adjustments may be requested thereafter with thirty days' notice. The state receives a 5% discount for invoices paid within 15 business days. Payment is due within 30 days of receipt of proper billing or delivery of services.

Evaluation criteria include personnel qualifications and firm experience, understanding of contract requirements and privacy protections, methodology for achieving deliverables and accuracy standards, and management plan clarity and feasibility. A pre-proposal teleconference is scheduled for August 10, 2026, at 10:00 A.M. Alaska Time. Joshua Hartman (Joshua.Hartman@Alaska.gov) is the Contracting Officer.
