About this opportunity

The South Carolina Department of Administration, Executive Budget Office is issuing a Request for Information to gather market research on vendor capabilities for the AAR Reimagining Project, with RFI responses due July 23, 2026 at 5:00 PM EST. This is a market-research solicitation only; no contract award results from RFI responses, and the State reserves the right to pursue subsequent negotiations, limit future competitive procurement to RFI respondents, exclude them, issue an open tender, or elect not to procure.

The initiative seeks to evaluate, redesign, and modernize the Agency Accountability Report process and develop an integrated Performance Management System to streamline statewide reporting and performance measurement across 98 state agencies. The State strongly prefers a configurable, vendor-hosted Software-as-a-Service solution with minimal customization and proven public-sector performance management experience.

Core deliverables include a Current State Assessment Report, Future State Framework, System Design Document, configured web-based PMS, Pilot Implementation Report, Training and Support Plan, and Final Implementation Plan. The PMS must be hosted in a FedRAMP-authorized or State-approved cloud environment (Azure Government or AWS GovCloud), support Single Sign-On and Multi-Factor Authentication through Azure Active Directory, comply with NIST guidelines and Section 508 accessibility standards, and maintain defined service level expectations ranging from one-hour response times for critical system outages to two-business-day response times for minor issues.

Vendors must respond to 16 detailed questions addressing company background, experience with state performance measurement systems, feedback on the draft Scope of Work, technology recommendations, implementation approaches, cost drivers, security measures, and risk mitigation strategies. Questions regarding the RFI are due June 23, 2026 at 5:00 PM EST. Pricing provided by respondents is for general information only and is not binding. The procurement officer is Elsie Montgomery, (803) 737-1178 or Elsie.montgomery@admin.sc.gov.
