About this opportunity

The Virginia Department of Behavioral Health and Developmental Services (DBHDS) has issued RFI 720-5189 to gather market information on nursing home beds and skilled in-home medical care services for Sexually Violent Predators (SVPs) found suitable for conditional release under Va. Code Section 37.2-900 et seq., with responses due October 22, 2026 at 2:00 PM. This is an information-gathering exercise only; DBHDS explicitly states this RFI does not constitute intent to solicit, commitment to procure, or a prerequisite for future procurement participation.

The RFI addresses growing medical needs within the conditional-release and civilly committed SVP population. Respondents should describe their agency's experience providing skilled medical treatment to this population, facility modifications and associated renovation costs, average treatment costs, Medicaid billing experience and capabilities, staffing structure, admission requirements, and typical length of stay. DBHDS anticipates many SVP individuals will be eligible for Medicare and Medicaid reimbursement and seeks to minimize Commonwealth costs through insurance coverage.

Responses must be submitted electronically through the eVA platform in Adobe PDF format, not to exceed 30 pages, organized into sections covering services, infrastructure and costs, and answers to specific questions. Questions about the solicitation are due October 20, 2026 at 5:00 PM. All responses become property of DBHDS and are subject to the Virginia Freedom of Information Act. The Commonwealth will not be liable for any costs incurred by respondents, and no cost information submitted will be used for evaluation purposes.

Nothing in this RFI should be construed as intent, commitment or promise to solicit or procure a solution. DBHDS is not at this time seeking proposals and will not accept unsolicited proposals. Any response to this RFI shall not be considered a pre-requisite to submitting a proposal for any subsequent procurement.
