About this opportunity
The County of San Diego, Department of General Services, is requesting bids for solid waste disposal and recycling services across Region 1 North (five geographic regions available), with bids due July 29, 2026 at 11:00 a.m. and questions due July 8, 2026 at 5:00 p.m. A 15% small-local business price preference applies where applicable, capped at $150,000, under San Diego County Code of Administrative Ordinances Section 405 and Board Policy B-53.
Offerors may respond to any or all five regional lots but must respond to all items within a selected lot to be considered for award. The County will award one contract per region based on lowest responsive bid. Region 1 North encompasses 49 county locations including libraries, parks, sheriff substations, fire stations, and administrative facilities. Services include routine solid waste collection, recycling, and organic waste collection at frequencies ranging from one to seven times per week, with bin sizes from 15 gallons to 40 cubic yards. The contractor must conduct comprehensive site reviews within 90 days of contract start, conduct annual waste audits at 20% of county facilities, provide monthly sustainability metrics and annual diversion-rate reports, maintain a clean fleet with at least 50% alternative-fuel or zero-emission vehicles by year one (increasing 10% annually), and supply two county-wide educational trainings annually. All pricing must be fixed throughout the contract term and include tipping fees, permits, transportation, containers, signage, educational services, and administrative costs.
The contract term consists of an initial one-year base period with four optional one-year renewals. The pricing schedule for Region 1 is structured across routine and non-routine service categories; the maximum agreement amount is $50,000. The contractor assumes full liability, must comply with all federal, state, and local regulations, and is subject to quality-control inspections with potential payment reductions for non-compliance. Background checks are required for all employees before facility access. Results will be posted to the County's BuyNet website following a virtual public bid opening.
