About this opportunity
The County of San Diego, Department of General Services, Fleet Management Division, is requesting bids for fuel supply to approximately 30 county fuel sites serving approximately 4,300 pieces of equipment under RFB 13374, with sealed bids due October 15, 2026 at 11:00 a.m. and a virtual bid opening to follow the same day. A Small-Local Business preference applies if the bidder qualifies.
The scope requires delivery of unleaded regular gasoline (minimum 87 octane), renewable diesel (for more than 95% of diesel deliveries), and CARB No. 2 Ultra-Low Sulfur Petroleum Diesel (for emergency situations or when renewable diesel is unavailable) to approximately 40 transporter-load locations and 20 short transporter/bobtail locations throughout San Diego County. Estimated total quantity spans hundreds of thousands of gallons across sites including County Operations Center (587,000 gallons), Santee (252,000 gallons), SouthBay (217,000 gallons), and Spring Valley (189,000 gallons), with smaller quantities at remote locations such as Ocotillo (500 gallons). Fuel orders are submitted by 9:00 a.m. PST for next-day delivery; the contractor must confirm scheduling by 11:00 a.m. PST the same day. The contractor must provide dedicated customer service with a local phone number and an in-house customer service representative available Monday through Friday, 8:00 a.m. to 5:00 p.m. PT. The contractor is responsible for Safety Data Sheets, product testing and certification, tank measurements using fuel gauge sticks and Veeder Root readings, delivery notifications within 24 hours, and daily price sheets.
The initial contract term runs January 1, 2027 through December 31, 2027, with four optional one-year renewal periods extending through December 31, 2031, plus the possibility of incremental extensions up to six additional months. Pricing uses a fixed markup model based on OPIS Unbranded Low Rack Price, with bidders submitting per-gallon price adjustments, transportation costs per gallon, and split-load or partial-shipment charges for each fuel type and location; all prices are F.O.B. destination and exclude California sales/use tax and federal excise tax. The basis for award is the total lowest responsive bid price. Questions are due October 6, 2026 prior to 5:00 p.m. Three plan holders have registered as of September 15: Diesel Direct, Southern Counties Oil Co. dba SC Fuels, and Merrimac Petroleum, Inc.
