About this opportunity
The County of San Diego, Department of Public Works is issuing Request for Bid (RFB) 12873 for the provision of as-needed traffic signals and electrical materials on an indefinite delivery, indefinite quantity basis. The procurement encompasses nine separate lots containing specialized traffic signal equipment including signal cabinets, controllers, detection systems, LED signal heads, pedestrian signals, wireless communication equipment, and electrical materials such as wire and conduit from manufacturers including McCain, Iteris, Polara, Carmanah, and GE. All materials must conform to 2018 Caltrans Standard Plans/Specifications and the 2014 California Manual on Uniform Traffic Control Devices (CA/MUTCD). Vendors must confirm receipt of equipment requests within one business day and deliver materials to designated locations (Division 1 Headquarters in Spring Valley, Division 2 Headquarters in San Marcos, or the Transportation Office in San Diego) between 7:30 a.m. and 3:00 p.m., Tuesday through Friday, within a maximum two-hour delivery window. The contract term consists of an initial one-year base period with two optional one-year renewal periods. Questions regarding the RFB must be submitted by March 27, 2026 at 5:00 p.m., with bids due on April 6, 2026 at 11:00 a.m., followed by a public virtual bid opening via Microsoft Teams. Unit prices must include freight and delivery charges and remain fixed throughout the contract term, with vendors bearing the risk of cost changes.
The Small-Local Business preference is not applicable to this procurement due to funding source restrictions. The County reserves the right to award the contract to the lowest responsive, responsible bidder and may evaluate and award by individual line items, distinct lots, or total bid amount. Vendors must bid all items within a selected lot to be considered for award of that lot, and estimated quantities provided in the payment schedule are for evaluation purposes only and do not guarantee minimum orders or entitle successful bidders to price adjustments if actual requirements differ. California sales/use tax and Federal excise tax are handled separately from bid pricing, and non-resident offerors may be subject to California backup withholding requirements. No incumbent vendors, existing infrastructure integration requirements, or specific award values are identified in the procurement documents; pricing will be established through the competitive bidding process with all line items currently listed at $0.00 pending vendor quotations and negotiation.
