About this opportunity
The Kentucky Transportation Cabinet is requesting bids on a statewide master agreement for design-build pole barn equipment sheds under RFB-38-27 MA, with bids due July 30, 2026 at 1:30 p.m. Eastern Time. Only one contract will be awarded under this master agreement.
Bidders must price two primary structure types: a 20' x 20' equipment shed with 14-foot eave height and a 24' x 60' pole barn with four 15-foot bays and 4-foot front overhang, plus add-on options including 10' and 15' section extensions, split sliding doors, and overhead doors. The scope is design-build turnkey construction with 120-day completion, meeting Kentucky Building Code and specified wind ratings. Metal panel specifications require 40-year, 29-gauge materials with 40-year panel warranty and 5-year contractor workmanship warranty. The owner provides site plans and schematic drawings at 1/4-inch scale; contractors must submit stamped drawings to the Kentucky Building Commission for state permitting prior to construction. The owner provides building pads (typically asphalt millings within 8") and staging area; rock removal is the contractor's cost responsibility as unclassified soil.
Bidders must register and remain active on the Commonwealth of Kentucky's Vendor Self Service website. Unit prices must include all labor, materials, overhead, profit, and insurance. A bid guaranty of no less than 5% of total bid amount is required, along with sworn affidavits on campaign finance compliance, resident bidder status (if applicable), and vendor violation history within the prior five years. Unbalanced bidding and front loading are grounds for rejection. Bid offers are valid for 30 calendar days from opening.
The master agreement runs 12 months from award with four optional one-year renewal periods upon mutual agreement. The Commonwealth reserves the right to renegotiate terms during renewals and may terminate for convenience with fair settlement or for cause with 10 days' written notice and 30-day cure period. Performance and payment bonds equal to 100% of the quotation sum and commercial general liability insurance with $1,000,000 combined single limit are required. Kentucky Sales and Use Tax applies; price adjustments are prohibited during the initial contract period but may be requested at least 90 days prior to renewal if justified by industry-wide changes. Contact Kristi Sharp at 502-330-9858. Online bidding through e-procurement is mandatory; emailed and hard copy submissions will not be accepted.
