About this opportunity

The Commonwealth of Kentucky, Department of Juvenile Justice, is requesting bids for campus-wide fire alarm system replacement at the Kentucky Children's Home's DJJ Lyndon Campus under RFB-04-27, with bids due July 17, 2026, at 1:30 p.m. Eastern Time. A mandatory site visit is scheduled for June 24, 2026, at 10:00 a.m. at 8711 La Grange Road, Lyndon, Kentucky; prospective contractors must submit NCIC and CAN background check forms to Carrie Hall by June 15, 2026, at 3:00 p.m. Eastern Time to attend.

The scope encompasses removal of the existing fire alarm system and installation of a new addressable fire alarm system across all campus buildings. Work must comply with current codes and standards, including applicable local and state fire codes, NFPA standards, and ADA requirements. The project includes design, equipment procurement, installation, testing, commissioning, and post-installation support. Contractors must be licensed fire alarm contractors with demonstrated experience on similar installations at secure facilities and must provide project references. The work is performed at the Lyndon Campus facility with coordination to minimize disruption to detention facility operations.

All bids must be submitted electronically through the Commonwealth's eProcurement system; postal, courier, hand-delivered, and emailed submissions will not be accepted. Bidders must register in the Vendor Self Service (VSS) system at https://vss.ky.gov prior to submission, allowing 24–48 hours for registration. Bidders enter $0.00 in the eProcurement system and submit the actual contract amount on the Official Bid Document, which must be combined with any required bid bond as a single PDF attachment. A public bid reading and opening will occur via conference call at 3:00 p.m. Eastern Time on July 17, 2026.

All project documents and specifications are available at https://www.stateofkyplanroom.com at no charge. Three addenda have been issued as of July 10, 2026; acknowledgment of all addenda is required for responsive bids. Key contacts are Engineer Mike Rucker (CMTA Inc), Project Manager Tony Yates (Division of Engineering and Contract Administration), Agency representative Nathan Dyer (Department of Juvenile Justice), and Purchasing Agent Janis Wilhoite.
