About this opportunity
The Colorado Department of Human Services, Office of Civil and Forensic Mental Health (OCFMH) is requesting applications for outpatient competency restoration education and case management services statewide under RFA FY24 (Solicitation Number 202400007), with applications due June 30, 2027. Contractors must comply with CJIS security requirements and HIPAA regulations — mandatory filters that will exclude vendors unable to implement federal criminal justice information safeguards and health privacy controls.
The scope covers competency restoration education and case management for adults and juveniles in criminal or juvenile justice systems ordered by courts to obtain restoration services in community-based, outpatient settings. Services must employ an OCFMH-approved standardized curriculum addressing legal knowledge and rational decision-making, with case management referrals to address barriers to competency and community stability. Providers must deliver in-person services in geographic areas of identified need; services cannot be delivered in locked environments such as jails or detention centers. Minimum qualifications require a bachelor's degree in behavioral health, criminal justice, or human services with at least two years of experience; unlicensed staff require supervision by a licensed professional (LPC, clinical social worker, PhD, or PsyD). All contractors must complete mandatory training on the curriculum, pass criminal background checks, and maintain monthly progress reporting within three business days of month-end.
Reimbursement is fixed at $110.00 per hour for individual restoration education sessions, $70.00 per hour for group sessions, $27.50 per 15-minute increment for case management (capped at six increments per client without prior approval), and $110.00 per hour for initial consultation and evaluation (maximum two hours per client). Testimony and court appearances are reimbursable at $27.50 per 15-minute increment. Mileage follows the current Office of State Controller rate; additional compensation is available for contractors serving underserved rural or remote areas. The contract begins upon execution with a one-year initial term plus four optional one-year renewals. Award is contingent upon meeting mandatory criteria and successful performance during an initial three-month probationary period. Questions should be directed to Jamie Gott at jamie.gott@state.co.us.
