About this opportunity
The City of Pembroke Pines is requesting bids on interior renovation of park restroom facilities and locker room showers at five locations under IFB #RE-26-03, with bids due July 21, 2026 at 2:00 p.m. and a mandatory pre-bid meeting and site visit on June 30, 2026 at 10:00 a.m. This is a federally funded project subject to Davis-Bacon prevailing wage requirements and HUD Section 3 employment and contracting goals.
The scope covers complete interior renovation of restrooms at Pembroke Shores North Building, Pembroke Shores South Building, Chapel Trail East Building, Chapel Trail West Building, and Academic Village Locker Room Showers—comprising approximately 3,468 total square feet. Work includes demolition of existing finishes and fixtures, installation of new flooring (epoxy with specified finishes), wall tile, plumbing fixtures with low-flow toilets and showerheads, lighting, privacy partitions, grab bars, soap and sanitizer dispensers, mirrors, and drinking fountains. All work must comply with the 2023 Florida Building Code and the Eighth Edition Florida Fire Prevention Code. No exterior work, structural changes, or fire system modifications are included. Contractors must demonstrate a minimum of five years' experience with similar restroom renovation projects and provide three references from the past five years.
The estimated contract value is $310,000, with completion required within 90 calendar days from the Notice to Proceed, anticipated for October 2026. Lump-sum bids are required for each of the five line items. If the cumulative base proposal exceeds $200,000, a proposal security bond of 5% of the total cumulative base amount is mandatory. Payment and Performance Bonds, each equal to 100% of the contract price, are required. Liquidated damages are set at $500 per day for failure to meet the 90-day deadline. Local vendor preferences apply: 5% for vendors maintaining a Pembroke Pines business address, and 2.5% for Broward County vendors. Comprehensive General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, Workers' Compensation, Auto Liability, Umbrella/Excess Liability of $2,000,000, and Environmental/Pollution Liability of $1,000,000 are required before work commences.
The applicable Davis-Bacon wage determination is FL20230197 (Modification Number 2) for Broward County building construction. Section 3 compliance is mandatory: contractors must make best efforts to meet 25% total project hours performed by Section 3 workers and 5% by Targeted Section 3 workers, and must submit Form 1 (Section 3 Assessment and Certifications) with bids. Questions are due July 6, 2026 at 11:55 p.m., with final answers issued by July 9. The City Commission is expected to recommend a contractor on September 2, 2026, with Notice to Proceed issued by September 10. Work must be performed Monday through Friday, 8:00 a.m. to 5:00 p.m., or as approved by the Project Manager, with weekend work possible for scheduling conflicts.
