About this opportunity
The City of Springfield Office of Public Works is requesting proposals for residential landscape waste collection and disposal services, with sealed bids due July 23, 2026 at 3:00 p.m. local time via the City's Bid Portal. The RFP (Contract Index No. RFP PW27-16) carries MBE and FBE participation goals of 11 percent and 7 percent, respectively, of total contract dollar amounts.
The scope covers acceptance and disposal of bagged or loose landscape waste—grass clippings, leaves, shrub and yard clippings, pruning, bark, weeds, and small twigs—on a bi-weekly or monthly curbside collection schedule. Bidders may propose service for the entire city, divide by half-city (North and South), or serve individual quadrants (Northwest, Northeast, Southeast, Southwest). Pricing must be submitted as flat rates in compact cubic yards, with all collection and disposal costs included. Contractors must demonstrate a minimum of three years of licensed, professional experience in hauling or related fields and are prohibited from assigning or subcontracting any part of the operation.
The contract runs September 1, 2026 through August 31, 2027, with a renewal option through August 31, 2028. Contractors must obtain comprehensive insurance including Workers' Compensation, Commercial General Liability ($2 million general aggregate limit), Commercial Automobile Liability ($1 million each occurrence), and Umbrella Liability coverage. Monthly reporting requirements include cubic yards collected, customer service complaints and resolutions, and certified payroll reports in compliance with prevailing wage. Contract penalties of $250 per business day apply for missed collections, starting before 6:00 a.m., improper container handling, failure to address complaints, inadequate cleanup, and failure to submit required reports.
Evaluation criteria are Overall Cost (45 points), Material Handling and Disposal Methodology (30 points), Experience (10 points), Convenience to Residents (10 points), and Local Vendor Preference (5 points). Questions were due July 15, 2026 at 12:00 p.m., with responses provided July 20 at 4:30 p.m. The anticipated award date is August 15, 2026.
