About this opportunity
The City of Seattle, through its Department of Transportation and Office of the Waterfront, Civic Projects and Sound Transit, is requesting access to a seawall data room by December 31, 2026 to prepare for an anticipated Request for Qualifications in Q4 2026 for design and environmental services supporting Phase 2 of the Elliott Bay Seawall Project.
Seawall Phase 2 involves repair and replacement of the aging seawall along Seattle's downtown waterfront from approximately Virginia Street to Broad Street, integrating with the northern border of the completed Phase 1. The scope includes updating the existing 35% design and advancing environmental approvals and permitting. The project anticipates partial federal funding through a FEMA PDM-CDS grant.
Interested firms must complete a data room access request form and submit a signed Non-Disclosure Agreement through the City of Seattle Procurement Portal on OpenGov.com. The access request form requires detailed professional credentials for the primary firm representative (name, job title, work email, professional license number, profession, and state of licensure) and confirmation of whether the firm intends to serve as prime consultant or sub-consultant. Firms may request access for up to five additional employees by providing comparable professional credentials. Some documents in the data room, including plan sets and design documents, will be available on a view-only basis. The NDA establishes strict confidentiality obligations, restricts access to authorized personnel, and prohibits use of information for purposes other than project evaluation and proposal preparation. These confidentiality obligations survive any future contract execution.
The formal RFQ for design and environmental services is expected in Q4 2026.

Project Description:
The City of Seattle, through its Department of Transportation (SDOT) and Office of the Waterfront, Civic Projects and Sound Transit (OWCPST), is preparing to issue a Request for Qualifications (RFQ) in Q4 2026 for design and environmental services to advance the project readiness of Phase 2 of the Elliott Bay Seawall Project (Seawall Phase 2), including but not limited to updating and advancing the existing 35% design, environmental approvals and permitting completed to date. Seawall Phase 2 would repair and replace the aging seawall along Seattle's downtown waterfront from approximately Virginia Street to Broad Street (North Seawall), integrating with the northern border of the recently completed Phase 1 of the Seawall and Central Waterfront projects at about Virginia Street and extending north towards Broad Street and the Olympic Sculpture Park.
