About this file

This is a Data Room Access Request Form for the City of Seattle's Department of Transportation (SDOT) and Office of the Waterfront, Civic Projects and Sound Transit (OWCPST) related to the Elliott Bay Seawall Phase 2 Project. The form requests access to project documentation to inform proposal development for the anticipated Seawall Phase 2 design and engineering services procurement, scheduled as a Request for Qualifications in Q4 2026. The project involves repair and replacement of the aging seawall along Seattle's downtown waterfront from approximately Virginia Street to Broad Street, integrating with the recently completed Phase 1 of the Seawall and Central Waterfront projects. Interested firms must complete the access request form and submit a signed Non-Disclosure Agreement (NDA) through the City of Seattle Procurement Portal on OpenGov.com to gain entry to the Data Room.

The access request form requires submission of detailed information for the primary firm representative, including name, job title, work email, professional license number, profession, and state of licensure. Firms must also identify whether they anticipate serving as a prime consultant or sub-consultant for the project. The form permits firms to request access for up to five additional employees by providing comparable professional credentials and contact information. Some documents in the Data Room, including plan sets and design documents, will be available on a view-only basis. The project is anticipated to be partially federally funded through a FEMA PDM-CDS grant, with the design and environmental services advancement including updating of the existing 35% design and completion of environmental approvals and permitting.
