About this opportunity

The Swansea Water District Board of Water Commissioners is requesting sealed bids for replacement of 32 microfiltration modules at its Desalination Facility in Swansea, Massachusetts, with proposals due November 4, 2026 at 2:00 p.m. These are direct replacements for an existing Pall Corporation Microza Microfiltration Membrane System and must meet NSF Standard 61 certification — the central technical filter.

The modules must process 10–30 gallons per minute with 0.1-micron pore size, outer shell dimensions of 93 inches length by 6.5 inches diameter, and 538 square feet of membrane area. Treated water must deliver maximum turbidity of 0.05 NTU (95 percent of the time), manganese levels of 0.05 mg/l, iron levels of 0.10 mg/l, and overall system recovery of 95 percent. The manufacturer must deliver all products within 90 days of contract execution and schedule installation services within 30 days of product delivery or by an agreed-upon date prior to April 2027. Proposers must provide a representative for a minimum of 2 days of installation supervision and 2 days of initial start-up and testing services, along with operating protocols for Flux Maintenance, Enhanced Flux Maintenance, and Clean-In-Place operations.

The contract includes a 10-year pro-rated warranty on membrane performance against failure from faulty materials or workmanship. Payment is structured as follows: 5 percent upon preparation and submittal of shop drawings; 15 percent with approved shop drawings; 30 percent upon certification of equipment fabrication; 30 percent upon delivery and installation to the project site; and 20 percent upon completion of start-up. Proposers must carry public liability insurance of not less than $500,000 per person and $1,000,000 per accident, and workers' compensation insurance in accordance with Massachusetts regulations. The District owner is available for site visits during the bid period and reserves the right to waive any informality in or reject any and all proposals.
