About this opportunity

The Nassau County Industrial Development Agency is requesting statements of qualifications from appraisal firms and professionals to conduct real property tax valuations of proposed Agency projects and related professional services, with statements due September 21, 2026. All appraisers performing valuations must hold New York Certified General Real Property Appraiser credentials in good standing — the controlling qualification filter.

The scope includes review of project applications and supporting documentation, meetings with project applicants and Agency representatives, and delivery of written valuation reports with estimated real property tax assessments, all performed in accordance with Uniform Standards of Professional Appraisal Practice (USPAP). Respondents must provide per-project cost estimates, describe billing structures, and outline typical project timelines.

The Agency intends to establish an approved list of responsive and responsible contractors and may split services among multiple vendors on an as-needed basis, with no guaranteed volume of assignments. The anticipated contract term runs through December 31, 2028, terminable by either party on thirty days' written notice or by the Agency immediately upon material breach. Respondents must maintain professional liability insurance of $1 million per occurrence and $1 million aggregate, plus workers' compensation coverage as required by law.

Selection criteria include cost, demonstrated prior experience with similar clients and transactions, technical approach and knowledge of New York IDA law and regulations, team member qualifications, Nassau County presence, and client references. A review period runs September 22–29, 2026, with interviews possible if required before award notification. Respondents must submit two copies of the Statement of Qualifications, a Non-Collusion Certification, a Respondent Disclosure Questionnaire, and Principal Disclosure Questionnaires (except for publicly-traded corporations). The Agency reserves the right to reject any or all statements, waive informalities, negotiate with multiple respondents, and divide awards.
