About this opportunity
The Chief Executive Office's Risk Management Branch (CEO/RMB) in California has issued a Request for Statement of Qualifications (RFSQ) seeking to establish a Master Agreement with qualified vendors for risk consulting services across eleven distinct categories: Actuarial Service, Audit and Compliance, Data Analytics, Evaluation, Feasibility Study, Information Systems, Loss Control and Prevention, Loss Portfolio Transfer, Risk Management Training, Subrogation Recovery, and Workers' Compensation. The procurement aims to support the County's risk management objectives, including placing employees in safe work environments, reducing illness and injury-related time loss, minimizing disability-related retirements, and meeting legal health and safety mandates. Vendors must demonstrate comprehensive qualifications through detailed submissions including required forms and exhibits outlined in Appendix B and Appendix D. The RFSQ was posted on December 9, 2025, with proposals due by January 16, 3025. Evaluation criteria will likely focus on vendor experience, technical capabilities, organizational structure, and ability to provide specialized risk consulting services across multiple disciplines. The County seeks to create a pre-qualified vendor panel that can provide flexible, on-call consulting services to support its comprehensive risk management strategies.
The solicitation includes a Certified Business Enterprise (CBE) Form, suggesting potential set-aside or preferential considerations for certain business types. While specific award values are not explicitly stated, the Master Agreement structure implies the potential for multiple vendor selections across the eleven service categories. The procurement appears to be open to a wide range of consulting firms with expertise in risk management, with no apparent strict limitations on vendor size or type beyond the CBE certification requirements. The County's organizational chart, included in the documentation, indicates a complex risk management infrastructure that will oversee and integrate the selected consulting services. The Master Agreement approach allows the County to engage qualified vendors on an as-needed basis, providing flexibility in addressing emerging risk management challenges while maintaining a pool of pre-qualified consultants. This procurement strategy enables the County to access specialized expertise across multiple risk consulting domains without committing to fixed service volumes, potentially optimizing both operational effectiveness and cost management.
