About this opportunity
Montgomery County Public Schools (MCPS), Division of Facilities Management, Department of Planning and Construction, is requesting qualifications from civil engineering consultant firms to establish a prequalified list for on-call services, with qualifications due July 31, 2026. MCPS is not limiting the number of firms to be prequalified. Addendum #1, posted July 27, confirms the July 31 deadline is firm and cannot be extended.
Firms must demonstrate in-house capability for most or all required civil engineering services, with specialized subconsultants considered only for future project-specific needs. Evaluation is weighted across four criteria: complete and fully responsive submissions with mandatory information (10 points); company background and capabilities, including demonstrated experience with the Washington Suburban Sanitary Commission, Montgomery County Department of Permitting Services, Department of the Environment, and Washington Gas (30 points); project-specific experience and references (30 points); and professional staffing, key personnel licensing, credentials, and capacity (30 points).
Only projects completed by the submitting firm under its current company name qualify, though resumes of key personnel may include individual projects completed at other firms if clearly identified. Acceptable submission formats include Maryland Good Standing Certificates (screenshots acceptable with verification of request), SF 330 forms with project profiles and additional information in Section H, and photographs in applicable sections.
Currently prequalified firms include A. Morton Thomas and Associates, Inc.; Adtek Engineers, Inc.; Clark|Azar & Associates, Inc.; Kim Engineering, Inc.; Macris, Hendricks, & Glascock, P.A.; McCrone; and Sheladia Associates, Inc. Pricing will be negotiated following qualification evaluation and selection. Selected consultants will receive indefinite-delivery or task-order contracts for services throughout the fiscal year based on project requirements and budget availability.
