About this file
This is a Request for Qualifications (RFQ) document issued by the State of Maryland for civil engineering consultant services in Fiscal Year 2027. The RFQ seeks qualified firms to provide civil engineering consulting services across multiple project categories and scopes. Interested consultants must submit qualifications demonstrating relevant experience, technical expertise, and capacity to support the state's engineering needs. The document outlines the evaluation criteria for consultant selection, including firm qualifications, project experience, personnel credentials, and past performance. Specific response deadlines, submission requirements, and evaluation timelines should be referenced within the RFQ for prospective consultants to ensure timely and complete application submissions.
The RFQ establishes a framework for identifying and contracting with qualified civil engineering consultants on an as-needed basis for various state projects throughout FY27. Pricing will be determined through negotiation following qualification evaluation and selection, with compensation structures likely based on time and materials, fixed fees, or other standard government contract pricing methodologies. The RFQ may include consideration for minority or disadvantaged business enterprises and local firm participation. Selected consultants may be awarded indefinite-delivery or task-order contracts allowing the state to engage services throughout the fiscal year based on project requirements and budget availability.
