About this opportunity

The City of Douglas, Georgia, is issuing a Request for Qualifications (RFQ) for qualified engineering firms to provide comprehensive services for water and wastewater improvement projects funded through the GEFA SRF Program and other federally funded initiatives in compliance with 24 CFR 570.489(g). Sealed qualifications must be received by March 19, 2026, at 2:00 P.M. EST at City Hall, 302 South Madison Avenue, Douglas, Georgia 31533. The City seeks firms capable of delivering preliminary engineering reports, final design, construction administration, and inspection/closeout services for proposed projects including new headworks, aeration basins, clarifiers, splitter boxes, UV structures, effluent pumping stations, permitted outfalls, solids handling facilities, office/lab buildings, bypass overflow lines, and system rehabilitation and expansion work. Respondents must submit five sealed copies and one digital copy of their Statement of Qualifications, limited to 20 pages using minimum 11-point font, along with a transmittal letter and supporting exhibits. Written questions must be submitted to Alyssa Fussell at afussell@cityofdouglasga.gov by March 5, 2026, at 5:00 P.M. EST, with finalist notification by March 20, 2026, interviews scheduled for March 26, 2026, at 10:00 A.M., and final notification of eligible firms by April 14, 2026. Evaluation criteria include firm stability (10%), relevant project experience and qualifications (30%), past performance and references (30%), and suitability for the project including W/MBE inclusion history and non-discrimination policies (30%).

Mandatory requirements for all respondents include submission of a Private Employer Affidavit confirming compliance with Georgia's Security and Immigration Compliance Act and federal work authorization programs, Errors and Omissions Insurance documentation, and liability insurance with minimum coverage of $500,000 for bodily injury and property damage. The City will create a qualified engineering firms list valid for up to five years, with negotiations for future work based on specific project proposals and pricing, indicating an indefinite quantity contract structure rather than a single award. The RFQ does not specify a budget allocation or award value, as the City intends to establish a prequalified roster of firms for ongoing negotiations on individual projects. No set-asides or disadvantaged enterprise restrictions are explicitly mentioned in the procurement documents; however, W/MBE inclusion history is noted as a factor within the suitability evaluation criteria. The City of Douglas reserves the right to reject any or all qualifications, waive technicalities, and select one or more firms for negotiation of final contract terms and fees. Late submissions, faxed submissions, or electronic submissions via email will not be accepted, and respondents are subject to communication restrictions during the selection process, with violations subject to proposal rejection.
