About this opportunity
The City of Raleigh is requesting qualifications for construction materials testing and special inspection services, and environmental investigation, monitoring, and construction-phase environmental compliance services for the Raleigh Convention Center Expansion, with proposals due August 24, 2026 and a pre-submittal conference on August 3 at 2:00 PM EST.
This procurement is governed by North Carolina General Statute Chapter 143 Article 3D (the Mini-Brooks Act), which means pricing is not a determining factor in selection. Firms may respond to either scope individually or both scopes combined. The City reserves the right to award one or both scopes to single or multiple firms or to make no award if submissions fall outside fiscal constraints or are not in the City's best interest.
The project anticipates approximately 36 months of construction activity beginning in November 2026. Selected firms must maintain Commercial General Liability insurance of $1 million per occurrence and $2 million aggregate, and Professional Liability insurance of $1 million per claim. All work must comply with North Carolina Building Code requirements, ASTM standards, OSHA regulations, and applicable environmental regulations governed by the North Carolina Department of Environmental Quality. Proposers must hold appropriate professional licenses and provide three references for similar work performed in the past five to seven years.
Evaluation criteria are weighted equally at 20% each across five factors: Corporate Background and Experience, Firm Financial Stability, Project Understanding, Project Approach, and Team Firm Experience and Qualifications, with scores ranging from 0–3 per criterion. Firms must submit hourly rate schedules in a separate sealed envelope. Written questions are due August 5 at 4:00 PM EST. The evaluation meeting is anticipated for the week of September 7, 2026, with selection announcement on or before September 18.
