About this opportunity

Alameda County Behavioral Health Department is requesting pre-qualifications under RFPQ 26-06 to establish a pool of Services as Needed contracts with licensed Adult Residential Facilities (ARF) or Residential Care Facilities for the Elderly (RCFE) operators to provide Housing Support Program services to adults ages 18 and older living with Serious Mental Illness in Alameda County, with responses due November 5, 2026. Small Local and Emerging Business (SLEB) certified or local-certified bidders receive preference points; bidders not holding SLEB certification must subcontract with a certified SLEB for at least 20 percent of the total estimated bid amount unless exempt as a non-profit, religious organization, public school, university, or government agency.

Bidders must hold current Community Care Licensing, demonstrate no unresolved Type A or B Citations, and possess capacity to serve individuals with SMI. Applicants may apply for one or more care levels ranging from Level 1 (basic board and care) through Level 4C (high-level specialized care including hospice and 24-hour bedside care). Proposals must include a completed Bid Response Packet with all exhibits, a narrative addressing staff training and experience relevant to selected care levels, current CCL documentation, a staff list and schedule using the provided Excel template, and emergency safety and operations plans for Level 4A, 4B, or 4C applications. All staff must be verified against federal and state exclusion databases, including the OIG List and California's Medi-Cal Suspended & Ineligible Provider list. Minimum insurance requirements and OIG background checks are mandatory prior to contract award.

The County has allocated $7,194,413 per contract year through the Behavioral Health Services Act, with monthly per-client reimbursement rates ranging from $1,141 for Level 1 to $8,494 for Level 4C. The contract term will be between one and three years with potential renewal contingent on funding, performance, and prioritization. The County will issue a Notice of Intent to Award on December 3, 2026, with Board approval anticipated in March 2027 and contract start date of April 1, 2027. Bid protests are due within five business days of the Notice of Intent to Award/Non-Award.
