About this file
This is an instruction document for a Staff List and Schedule submission form for RFPQ #26-06 Housing Support Program, issued by the Alameda County Behavioral Health Department (ACBHD) in California. The document provides detailed guidance for bidders responding to the pre-qualification request to establish a pool of Services as Needed (SAN) contracts with eligible licensed Adult Residential Facilities (ARF) or Residential Care Facilities for the Elderly (RCFE) operators. Bidders are required to submit comprehensive staffing information including staff names, titles, Full Time Equivalent (FTE) allocations based on a 40-hour work week, onsite and offsite work schedules with specific days and hours, relevant certifications and licensures, and specialized trainings such as CPAP care, diabetic care, wound care, and catheter care. The submission must also include any additional notes regarding staff qualifications, such as years of experience working with the target population, language abilities, and capacity to support clients with activities of daily living.
The Housing Support Program targets adults ages 18 or older living with Serious Mental Illness (SMI) in Alameda County. This pre-qualification request establishes criteria for evaluating bidder capacity and qualifications before formal contracting. The staffing submission serves as a critical evaluation component, allowing the County to assess the depth and appropriateness of proposed staffing levels and expertise relative to the clinical and supportive needs of the HSP population. Bidders must clearly document FTE designations for full-time and part-time employees, distinguish between on-call and scheduled positions, and demonstrate staff competency through relevant medical, behavioral health, and care certifications appropriate to the level of care being proposed.
